Andoria is extremely angry with Vulcan and Tellar Prime as the Andorian Imperial Fleet is holding up the line If it weren't for the gallant pink-skins, they would have retreated back to their own homeworld. However, calls are growing stronger for Andoria to also withdraw from the Coalition.
The movie starts with the Enterprise and Columbia, along with six Earth Starfleet partrol boats and two Andorian heavy cruisers and a destroyer return to Earth. All of the ships are heavily damaged. The Enterprise and Columbia should look like the Fourth Season ships. iral Gardner has been killed and General Shran is seriosly injured. We get to see Scott Bakula and the Enterprise cast for a little deaged appearance. We can have Captain Hernadez killed offscreen and T'Pol takes command of the Columbia or she gets killed offscreen.
Archer gets promoted to iral and the first half of the movie is assembling the new crew of the USS Enterprise, refitting the ship with the secondary hull, as it was planned to happen in the fifth season of the series.
The B plot of this part of the movie is wrangling the various of the Coalition into a fighting force and finishing Earth's naval buildup, dealing with Terra Prime, and maneuvering the political and diplomatic intrigues that are plaguing a fraying Coalition of Planets.
The second half is in space and it follows the adventures of the new Enterprise crew trying to find the maguffin that would turn the tide of the war. The movie ends in a massive space battle where the Coalition of Planets turn the tide of the war against the Romulans.

The movie should take place right after Star Trek: Enterprise and tell the story of the Earth-Romulan War. It is going to be a little tricky as Enterprise takes place between 2151-2155 and the Earth-Romulan War breaks out in 2256 and lasts until 2160. My suggestion is to do a two-year jump and set the movie in 2158.
The Coalition of Planets, composed of Earth, Tellar, Vulcan, Coridan, Rigel, Andoria, and Denobula, is hanging by a thread. United Earth's Startfleet lost 2/3 of its fleet and all of its space-based shipbuilding infrastructure after the Romulans launched a surprise attack on the planet that ignited the war. Only the three NX-Class starships the Enterprise, Columbia, and Challenger and a handful of long range light patrol ships are what's left of Earth's Starfleet. Earth is straining all of its industrial capicity to rebuild decades of infrastructure in a few years. Terra Prime's hip is growing in the aftermath of the second attack on Earth in less than three years.
Vulcan has become isolationist. The Syranites have decommissioned the bulk of the Vulcan Defense Fleet, leaving a strong planetary defense force, and some exploration and science vessels. Many Vulcans are having second thoughts on allying themselves to the impulsive humans and their former Andorian foes. If tbe humans had waited twenty or thirty years, as they originally suggested, perhaps this war with Romulus could have been avoided. The only assistance Vulcan is providing the Coalition is raw materials to rebuild the defenses of the planets affected by the Romulan suprise attack.
The Tellarite fleet has been recalled home to Tellar Prime as the planet lost various outpost and colonies due to the surprise Romulan attack. In classic Tellarite fashion, they stubbornly refuse to send any Tellartie naval unit outside their system boundaries. Cordian's and RIgel's fleets were also wiped out by the Romulan sneak attack, leaving Denobula responsible for defending these planets
