While the DCU is a new reset for the DC Universe of movies, the first new release brings back one villain that apparently can overcome any set back, and threaten two universes. With the transition from the DCEU to the DCU, there have been a lot of questions about what will change and what is set to stay the same. While it appears that all the Justice League actors will be recast, and the films from the DCEU have now been retired, the fact that shows like Peacemaker will have a season 1 in the DCEU and season 2 in the DCU has added a layer of confusion.
However, long before Peacemaker season 2 has to deal with the muddled multiverse mess that it's now in the middle of, Creature Commandos has already seen several of the characters from the show returning. For the most part, this doesn't do much more than add familiar voices and some comical elements, but one character's return indicates a much bigger truth that persists in both the DCEU and the DCU. And that is all to do with a villain who appears to be immune to getting shut down, Amanda Waller.
Creature Commandos Sees The Return Of Amanda Waller
Amanda Waller Returns To Form A New Team
In the very first episode of Creature Commandos, the show greets the audience with the return of a familiar team, led by Amanda Waller. After having appeared in The Suicide Squad and then again in Peacemaker season 1, Waller is back for the first entry in the DCU. However, this is not a brand-new version of the character, despite the universe being reset. Instead, Waller references the events of the earlier projects, which, according to James Gunn's own comments, makes them part of the DCU canon.

Waller is back to her old tricks, forming a team of criminal superheros, bending the rules to meet her own goals, and being generally in charge. She continues to have high level access to whatever she needs, and the funding and clearance to approve and send out missions at will. However, this doesn't really make sense considering what was last seen to be happening with Amanda Waller's character.
Peacemaker's Ending Should Have Brought Waller Down

In Peacemaker, Waller played a far more behind the scenes role, pulling strings from the shadows and influencing the action with subtlety, which is not usually her style. However, the fact that her daughter was directly involved in working with Peacemaker and a small team of agents may well explain why Waller was so happy to go without the killer implants and let the team roam with a degree of autonomy. In Peacemaker, Waller hoped to use her daughter, Leota, to take down Peacemaker by planting a fake diary.
However, Leota eventually decides to side with her friends over her corrupt mother, and chooses to expose all of her mothers wrongdoings. This means Waller's reckless, careless, immoral, and illegal actions were finally brought to light. This should have absolutely been enough to remove Waller from her position of power, but instead, it appears to have barely earned her a slap on the wrists and a single additional restriction.

Amanda Waller Is Untouchable In The DCU
After using a dozen or so evil villains who were incarcerated as a literal suicide squad, sending them out into the field with the promise of freedom if they complied, and then murdering several herself with the use of a kill switch, Waller was simply told she couldn't use a team of super humans in her vigilante efforts again. In order to comply, while still getting her way, Waller has opted to replace her Task Force X, with a Task Force M, the M standing for monsters. Without any supervision or pushback, she is then able to freely send this team out, arguably equipped with more powerful supers, and tackle global conflict resolution.

Creature Commandos marks the beginning of a new era for DC Studios, with a groundbreaking new animated series that is aimed at mature audiences.
Amanda Waller appears to be untouchable. The higher ups barely respond to her careless actions, and now she is free to pull strings as she pleases. This seems like an overwhelming security threat, and a terrible way to run a government agency as one bad egg is free to spoil the bunch. But, it does highlight that Waller's power puts her in a strong position to control, or kill, any super beings who do not align with her values, or her sense of right and wrong, which is terrifying for the future of the DCU.
