The easiest way to acquire complete tickets is by sending out Gulliver's ship and choosing islands that have a chance of rewarding you with them. You can check which items can be found on certain islands by clicking the icon found on their top right-hand corners. You can also see them in the image rotations, but you can only get each individual reward once per island, and while the image rotations will show items you have already earned, the souvenir lists will stamp out the ones you won't be able to win again.

To send out Gulliver's ship, you need what seems to be a considerable amount of resources. The islands that contain complete tickets will usually also contain various animal maps and require you to sacrifice "140 points" worth of items - the amount of points an item is worth is dependent on their rarity and selling price, but some islands will have certain items be worth a lot more than usual. The islands in question require a lot more cargo than the other islands, requiring only a few cheaper items to meet their point requirements.
You can easily collect lots of wood, steel, and cotton, which they can use to load the ship, and will probably find themselves with lots of unwanted clothing and furniture items from fortune cookies or other rewards, which are usually worth many points. However, this method will likely require you to spend quite a few leaf tokens if you plan to speed up expeditions or claim multiple prizes from one journey. You can only claim one reward for free, and then you can either spend some leaf tokens or send the ship back out again.
After claiming a souvenir, the price to claim another will gradually get cheaper - the starting price is 12 and decreases by at least two each time. Luckily, Pocket Camp Complete is a lot more generous when it comes to Leaf tokens compared to the original game with Leaf Tickets - I rarely have less than 200 tokens on me at a time, while I being able to barely scrape 30 tickets in the original game.

The other main way to acquire complete tickets is by working through events. The exact tasks you need to complete will depend on the event in question, but you can check the type of things you can do to proceed within the event by locating the recital, which will usually be found at the top of the screen. Though this method is not as efficient, as you can only receive a few per event, it may be ideal for those who want more of a challenge or to feel like they're earning the tickets more authentically.
