Victor Zsasz was the head of an international company who had a massive fortune along with his family's wealth. After his parents died, Zsasz turned to gambling, where he eventually lost everything after losing to The Penguin. He tried to die by suicide by jumping from Gotham Bridge, but was assaulted by a homeless man before doing so. After grabbing the knife and looking into the man's eyes, Zsasz was convinced that life is meaningless and became a notorious serial killer who believes he is freeing the people he kills, whom he often refers to as "zombies."

Adding to his disturbing attitude towards life, Zsasz also carves a tally on his body after each kill. Many of his victims are young women, but he has no preference over who he murders, as he believes he is doing a good service to his victims. While not the most powerful Batman villain, he is one of Batman's most frightening, as he kills for pleasure, not for any financial or political gain. He also represents direct opposition to Bruce Wayne's attitude towards life, as Batman's no-kill rule is one of the most notable and persistent elements of his hero career.

Dune: Part 2 is a massive hit, and part of its success is Butler's performance as Feyd Rautha, the sadistic nephew of Baron Vladimir Harkonnen. Feyd is established as a significant rival to Paul Atreides, but he is less stable and takes joy in death and chaos. Butler does an excellent job in the role, with his disturbing, raspy voice that matches his ruthless personality. It also proved that Butler is capable of playing a villain, and his performance as Feyd translates well to Victor Zsasz.

Similar to Feyd, Zsasz feels no emotion toward the people he kills and often takes pleasure in it. One moment in Dune: Part 2 that embodies Zsasz is when Feyd kills two of his concubines randomly just to test his knife. There is also the moment where Feyd smiles while watching Paul kill his uncle, establishing that he enjoys death and violence, even if it occurs towards his own family. These moments show Butler's capability to play ruthless psychopaths, and he'd fit Zsasz perfectly if he were in Reeves' Batman universe.

Reeves showed in The Batman that he likes utilizing Batman's extensive catalog of villains, and Zsasz would fit his Gotham naturally as a grounded character who represents the more disturbing aspects of humanity that Batman fights against.

Additionally, including Victor Zsasz in The Batman's sequel could send Robert Pattinson's Batman on another detective mission as he tries to figure out who is committing several murders in Gotham. Reeves clearly wants to utilize the detective aspects of the Caped Crusader, and Zsasz would be an ideal antagonist to fit this type of narrative, even if he only appears to establish just how many different kinds of threats the Dark Knight is up against after The Batman's ending. The villain for The Batman - Part II remains a mystery, but Zsasz would serve this universe well.
