Payakan, the outcast Tulkun, heroically destroyed the RDA’s vessel, allowing the Metkayina to temporarily defeat them after incurring heavy losses early on.

Avatar: The Way of Water’s Lo’ak subplot explained that the Tulkun made a pact of non-violence and Payakan was exiled for breaking it, even though this was in self-defense and occurred while the rest of his family were being massacred. Payakan’s decision to once again disregard the Tulkun’s non-violence pact saves the day in Avatar: The Way of Water’s ending, tipping the battle over to the side of the Metkayina.

He did nothing wrong, but the other Tulkun still shun him in Avatar: The Way of Water’s ending. His story naturally sets up a conclusion wherein his community realizes that he was right and they were wrong, but this hasn’t happened yet. As such, Avatar: Fire and Ash needs to prioritize ending Payakan the Tulkun’s Avatar: The Way of Water story right after his dispiritingly unfinished character arc.
