It isn't always obvious what to do or who to reason with in Avowed, and during the "Don't Look Down" quest you'll run into a couple of Thirdborn citizens who very much want to send a message to Aedyr by killing you. In Shatterscarp, you'll eventually run across a character named Moapo who will give you a stash of supplies to deliver to some Dreamscourge hunters posted in Tago's Tower in Shark's Teeth . Unfortunately, the area he sends you to is completely riddled with traps and explosives, and it becomes pretty clear that Moapo might've had some ulterior motives.
Reaching the tower's peak is a challenge and requires utilizing your Avowed parkour skills and disabling a ton of trap wires on the way. At the top are two Thirdborn locals, Haiako and Katoa, who make it clear you are not only unwelcome, but they want to kill you to send a message to Aedyr. Tago's Tower is a key trade outpost in the region, and Haiako and Katoa believe the Aedyrans want to take control of it. While they don't seem to be in cahoots with Moapo, Moapo certainly knew what he was doing when he sent you there.

What Happens If You Kill Haiako & Katoa In Avowed
You'll Get Some Extra Gear, But They're Gone For Good
At the top of Tago Tower, Haiako and Katoa will not be happy to see you, and they make it hard to see things from their perspective. They're antagonistic toward Aedyrans, and they think your death would send a strong message that Thirdborn are not to be trifled with. If you decide you want to take them out, you can skip the small talk and attack them right away, or you can press them a bit to understand their reasoning - then attack them. Either way, they drop some exceptional quality loot, gold scellings, and some decent crafting materials.
There is an injured Aedyran soldier at the entrance to Tago's Tower that can be healed, and he will fill you in on the plans to scout this tower and put it to Aedyran use.
The fight itself is nothing out of the ordinary if you have leveled up and upgraded equipment adequately, and it's even possible to send them flying over the ledge if you have something that deals knockback, such as Avowed's unique arquebus, Izmalt's Meteoric Apparatus. After you take them both out, they will no longer appear in any narrative events in the future. Be sure to grab the Thirdborn Brigandine Jack armor in the chest before taking a dive over the edge into the pool below. You can also kill Moapo as well to receive some additional loot.
What Happens If You Reason With Haiako & Katoa In Avowed
Not As Much Loot, But Kai & Giatta Will Be Grateful
If you want to stay in Kai and Giatta's good graces for roleplaying purposes, you'll want to show some restraint and try to reason with Haiako and Katoa. Kai has a long history with these two, and you should have him with you during the conversation. Ultimately, you can reason with them after giving them two pieces of evidence proving you've ed the people of the Living Lands in some form. Kai will vouch for you, and if you decided not to blow up the mine and kill Darle already, you can put that forward as another example of your goodwill.
You can still go back to Moapo to confront him about sending you into a trap, though he only awards some minor loot if you decide to kill him.
Further, if you stopped the Steel Garrote from razing Fior, that will help convince Katoa that your intentions are pure. Whatever you end up saying to talk them down, Kai and Giatta will be grateful that you showed restraint, and there will be unique dialogue available with both of them when you head back to camp. You'll still be able to access the Thirdborn Brigandine Jack armor, and Haiako and Katoa will be present in future narrative events. However, you will miss out on the loot you would've received from killing them.
Why You Should Resolve Things With Haiako & Katoa
Forgiveness Is Next To Godlikeness
The loot from killing Haiako and Katoa isn't really worth their deaths, even if they're complete jerks (and a bit racist toward Aedyrans). If you discuss things with Kai and Giatta at camp, they'll both argue that while Haiako and Katoa's methods were sloppy and reckless, their anger toward Aedyrans is justified to a certain extent. In of quest rewards, the best loot can be obtained from the chest at the top of Tago's Tower whether you kill them or spare them. The decision might ultimately hinge on your plans for the events in Shatterscarp.

Should You Kill Or Spare Ranger Dorso In Avowed?
Once you find out who the traitor is in Emerald Stair in Avowed, you have to decide whether to kill or spare Ranger Dorso, or send her off into exile.
After completing Naku Kubel trials, you can choose to Lodwyn or Ryngrim, and things won't end well for Thirdborn in either case. However, if you're going to enable Ryngrim to sever the connection, you're pretty much damning Haiako and Katoa to death anyway, making it pointless to spare them. Siding with Lodwyn, ironically, is their best chance at survival, as the envoy will (hopefully) cure the Dreamscourge and possibly give Thirdborn its desired freedom. Overall, whether you reason with or kill Haiako and Katoa in Avowed boils down to how important roleplay is compared to gameplay (i.e., extra loot).
