There is a choice in Avowed to give Temerti a letter from the Steel Garrotte, or if you should withhold it. This choice feels a little weird, as it is unclear what the consequences actually are, especially at first glance. The good news is that this choice will not get you kicked out of Thirdborn no matter what, so you can make the choice you feel is best. Still, if you want more context, what happens in each circumstance is listed below.
Choices in Avowed often have unexpected consequences, although others are quite well-telegraphed, and you just have to choose the lesser of two evils - or the greater if you are role-playing a certain way. You will arrive at Shatterscarp after watching the Steel Garrotte burn Fior Mes Iverno, which will automatically make Temerti trust you a little less. What you choose after that will determine how much she trusts you.
What Happens If You Give Temerti The Letter
Earning Temerti's Trust Faster
If you give Temerti the letter, you will be giving her vital information about the Steel Garrotte's plans. This will help you all form a better plan, and Temerti will trust you a little more. After that, it doesn't seem like much happened in regards to this choice. She still won't like you if you choose to side with Ryngrim, and she will give you a side quest no matter what after the dialog finishes up.

If You're Disappointed With Immersion In Avowed, You Probably Missed The Point
Criticisms focused on Avowed not being as immersive as games like Skyrim seem to miss that this was a deliberate choice to trim tedious gameplay.
However, it does seem like she jumps to help you with the plan against the Steel Garrotte faster during the conversation. It's also possible that this allows you to have a better relationship with Lödwyn since she wanted you to deliver the letter, but I did almost everything possible to antagonize her in my playthrough, so I haven't seen whether or not that is true.
What Happens If You Keep The Letter
It Depends On Your Other Choices
If you keep the letter, Temerti's reaction depends on the rest of your dialog choices. I almost always was upfront with her, so the end result of the conversation was nearly the same, even if the dialog choices changed because I withheld the letter. Mostly, the way we got to the end of the conversation where we determined we had to go to Ryngrim a little slower.
However, if you choose different dialog options where you sound a lot more suspicious, you might not get there in the end. It's more of a piece of the Temerti's trust puzzle, rather than the determinant of it. So far, I haven't seen long-term consequences for either choice, but it is entirely possible that Temerti's reactions to me for the rest of my time in Shatterscarp were determined by that action and I didn't realize it. It's one of those small but potentially long-reaching choices you get to make in Avowed.
