Black Canary. Dinah Lance's combat prowess manages to exceed Batman's as a result of her intense training and unyielding fighting spirit. Batman is certainly formidable, but he wants it to be known that Black Canary is the most impressive fighter of all.
In the preview for Black Canary: Best of the Best #3 by Tom King and Ryan Sook, Black Canary continues to prepare for her brawl with Lady Shiva by kicking a tree repeatedly in hopes of knocking it down. She then unleashes a Sonic Scream that brings down every tree in her vicinity.
Batman suddenly appears before Dinah and says, "I've kicked a few trees in my day. Never managed to get one down. Much less a whole forest." Bruce is making it clear that he believes Black Canary is stronger than him, and it's about time more people agreed with him.

Black Canary has been an invaluable asset to the Justice League over the years due to her commendable skills. Batman recognizes her as the best there is, as do the rest of her teammates, and she's about to prove her merit to the world in her Batman would lose against Shiva in a fight, so Dinah being able to hold her own against her in the ring is a profound achievement. If Black Canary can defeat Shiva, she'll cement herself as the greatest fighter in the DC Universe, further proving that Batman is right to believe in her.
