One of the biggest questions on social media about Batman is why he doesn't use his wealth to improve Gotham City. Bruce Wayne typically has billions of dollars at his disposal, yet Gotham City is still a miserable, awful place. Yet I find the reason that Batman hasn't been able to save Gotham yet actually makes perfect sense. It turns out that using money to fix problems takes time.
Bruce Wayne has money - like, a lot of money. He's got billions of dollars and a lot of people tend to think that money is just a magic cure-all. Gotham City is an awful place to live with tons of criminals and roaming serial killers who kill hundreds of people in a single attack.
Not only that, but anytime criminals are apprehended, either by the police or one of Gotham's many vigilantes, they're almost out on the street instantly after. Batman has been fighting crime in Gotham City for decades, but nothing of value has changed. But I believe I've finally cracked the remarkable plan that surely no one else has thought of.

Bruce Wayne has been trying to use his wealth to improve the living conditions in Gotham City for a long time. I know it doesn't seem like it, considering that Gotham looks like it sits on top of a Hellmouth, but the Wayne Foundation has been doing its best to improve the lives of citizens in Gotham. Bruce offers tons of different options for helping people out of poverty and bettering their lives. Anyone who works for Wayne Enterprises is automatically given a full college scholarship. I think it's an incredible plan, and it doesn't stop there either.

Anytime Batman defeats one of his vicious criminals, he takes them to Arkham Asylum. While Arkham Asylum has a ridiculous escape rate, Bruce has been trying to work on that. He's been using his wealth to try and improve Arkham Asylum's security and the quality of life for the inmates. Outside of taking over Arkham Asylum himself, which would pose a few ethical problems, it's the best that Bruce can do. But using his vast wealth in the long term isn't the only way that Bruce has been trying to save Gotham City.

Bruce Wayne was the victim of a crime when he was a young boy, and Batman is a direct response to that experience. While throwing money around is great to try and make the world a better place, it takes time to solve things. While Bruce's money is invested in Gotham City, Batman is the one who fights crime to try and keep the city from falling apart before it can get better. It doesn't matter how much money Bruce Wayne invests in the infrastructure of Gotham if the Joker sets off a bomb that wipes the city from the face of the planet.
People might argue that Batman isn't actually helping society by just attacking criminals, but I've made the shocking discovery that it's more complicated than that.

Batman is always keeping an eye out for criminals who are acting out of malice and criminals who are acting out of desperation. There have been numerous times that Batman has offered jobs at Wayne Enterprises to criminals who he's stopped. He's also put forth great effort to reform his villains, such as the time he accepted Clayface into the Bat-Family. Batman has done a lot to try and make Gotham a better place.

Saving Gotham City Is a Full-Time Job
The DC Universe isn't exactly an easy place to live in with its constant super-villain attacks and cosmic disasters. It might seem like Batman isn't using his money to make Gotham City a better place, but when Gotham is taken over by a warlord, attacked by an army of killer clowns, and then turned into a fascist police state by a mercenary group, there isn't much Batman can do. He's been using his billions to try and repair the city and improve the quality of life as best he can, but I can't blame him for failing to make a notable difference due to the absurd chain of disasters.

Batman is a character who was born out of a tragic event, but that doesn't mean that Batman always needs to be dark and twisted to be done right.
It's likely that Gotham City will never really improve, for numerous reasons. There's the fact that Batman's villains will always be there and that the universe is subject to being rewritten by cosmic gods at any point, undoing all of Batman's progress. He can never fix Gotham, because then his story will be over. As simple as it seems that Bruce could just use his money to save Gotham, I've discovered the hidden truth that no one else knew: Batman is already trying to save Gotham.
