DC's heroes are fortunate to be on Black Lightning has shown that he isn't afraid to challenge Superman when the situation calls for it, taking a stand while the rest of the Justice League's would likely stay silent. The Man of Steel isn't the easiest person to defy, but Black Lightning doesn't let that stop him from fighting for what's right.
In a preview for Black Lightning #4 by Brandon Thomas, Fico Ossio, Ulises Arreola, and Lucas Gattoni, Black Lightning battles Superman in the ultimate showdown of Justice League powerhouses. His rage towards Superman for locking his daughter up after her outburst of power in the last issue has officially reached a boiling point here.
Before Wonder Woman intervenes, Black Lightning prepares a surge of electrical energy that could even give Superman a serious shock, demonstrating that he means business. Superman's strength is enough to keep other heroes from defying him, yet Black Lightning isn't deterred.

Black Lightning Isn't Afraid of Superman, Despite His Kryptonian Powers
Thunder is wrongfully taken into custody. Superman, Wonder Woman, and Batman all refuse to let him visit his daughter, fueling his frustration. Black Lightning #3 then concludes with Jefferson launching himself at Superman as he charges up a massive attack, ready to take on the Justice League himself without fearing for his safety.

Superman tends to be perceived as untouchable thanks to the Kryptonian powers at his disposal. With durability and immense physical strength on his side, in addition to numerous other abilities such as heat vision, Superman isn't exactly the easiest person to stand up to. After all, though he never would due to his heroic nature, he could easily vanquish anyone who opposes him if he ever chose to. Despite the power gap, though, Black Lightning doesn't hesitate to give Superman a piece of his mind in order to see his daughter without the Trinity stopping him.

Superman Isn't Perfect, And His Fellow Heroes Should Keep Him in Check
Superman operates primarily as a force for good, pursuing "Truth, Justice, and a Better Tomorrow" on behalf of every life in the DC Universe. With that being said, he is far from infallible, and his conflict with Black Lightning shows that he's as capable of making mistakes as anyone else. With that in mind, he needs to be surrounded by heroes who aren't afraid to call him out when he screws up, though his overwhelming power often dissuades the Justice League from stepping up. Black Lightning has set an example that his fellow heroes should follow to make sure Superman gets criticized when needed.
