Despite the pain and anguish, Rogers did not break and later when the tables were turned, he decided to return the favor but in his own fashion.
In the super-soldier serum to sell to America's enemies, Steve goes rogue and travels to Cambodia. He eventually finds Simpson's base of operations, a small village but learns that the people have already been injected with Nuke's serum and he is tossed around and beaten by Simpson's private army of Cambodian super soldiers until he calls them off.

Nuke's extended efforts to torture and educate Steve Rogers are less for his enjoyment and more for justification; he seeks Steve's approval of his methods and mentality so he doesn't feel like the monster he actually is. During their final battle, Rogers reveals that he already knew everything Simpson tried to teach him and even stories that are far worse, seeing them as the price of war and America's role as leader of the free world. This version of Captain America is ittedly far more conservative than his mainstream counterpart, expressing explicit post-9/11 rhetoric along with brutal blows that establish while Nuke was his replacement, there's no replacing or especially pissing off the genuine article.
After debating the metaphorical interpretation of his miracle with Hawkeye, Captain America decides to visit Nuke while he is a prisoner and recovering. Although he could just leave this man to rot, Steve can't help returning the favor that Simpson once extended to him. Being unable to leave, move, or shut out Rogers' reading of the Bible from the beginning is a new level of torture for Nuke as it is his turn now to listen, learn and try to find the light and of course, Captain America isn't going to skip over anything.
