Nicholas is heir to the throne of Genovia because he's a man, and according to some ancient rules, a woman can only sit the throne alone for a month, and if she wishes to keep it, she must marry. By the end of the film, Nicholas and Mia have fallen in love for real and the movie ends with them kissing, and Mia assuming the throne as Queen alone, thanks to the Genovian Parliament changing the rules.

So, not only is Pine critical to the story, but if the star is willing to commit, the producers should jump on his interest.
