Augustus's Cultural approach utilizes Townships as a primary Production booster throughout all the Ages and bolstering a strong Capital.

Because of this, Augustus wants to prioritize the Capital City throughout the Ages, with feeder Towns to bolster Wonder construction in the Capital. In Egypt, Augustus had quicker access to the Pyramids than other Civilizations with the Light of Amun-Ra Civic.

After selecting Beliefs, Augustus should prioritize the Piety Civic to start producing Missionaries.

Building Universities should be on the docket for Augustus in pursuit of the final Cultural Path in the Modern Age, as Artifact Research is done at Universities on each Continent.

One effective strategy to utilize Buganda is to begin wars on the home continent in pursuit of pillaging as many tiles as possible and slowing down neighboring Civilizations as Augustus sends out Explorers to collect Artifacts. Buganda gains Culture from pillaging any Buildings or Improvements, and the Mwami Commander and Abambowa units also benefit from pillaging. There should be Universities available close by to get a jump start on Artifact Research on the home continent. Once all Artifacts have been collected, the World's Fair Wonder should not take long to complete thanks to Legacy Points and Culture-based Civilization development.

Artifacts can be acquired from Overbuilding in the Modern Age, depending on the specific buildings that are being constructed and built over.

Ultimately, Augustus is a great candidate for a Cultural Victory due to his Production bonuses and synergy with the above Civilizations. He will shine during the Antiquity Age with Egypt and can maximize the Cultural bonuses from both Abbasid and Buganda. However, that these Civilizations are merely suggestions, and there are many other viable paths through the Ages for Augustus to secure a Cultural Victory in Civilization 7.
