Solo: A Star Wars Story), the full story of Darth Maul has slowly been fleshed out, and it's far more dynamic than audiences expected when the Sith apprentice got chopped in half at the end of Star Wars: The Phantom Menace.
The closing moments of Star Wars has mostly focused on the Alliance to Restore the Republic, it was not, in fact, the first (or the biggest) rebellion.
In final stages of his plan to take over the galaxy, so he was originally groomed to lead the Confederacy of Independent Systems into the clone wars, meaning he was far more than the silent attack dog seen in Star Wars: The Phantom Menace, he actually had lots of training in politics and military strategy as well. So after his mother, the Nightsister Mother Talzin, and his brother, Savage Oppress, found him and brought back his mind and gave him new legs, Maul immediately knew the galaxy had moved on without him and his destiny was stolen by Darth Sidious' new apprentice, Count Dooku.
Feeling cast aside with no true purpose in the galaxy, Maul initially sets out for revenge against the Jedi who defeated him, Obi-Wan Kenobi, but it wouldn't be long before he started utilizing his training and Mandalorian Death Watch, and his Dathmirian Nightbrothers into the Shadow Collective, later to be renamed Crimson Dawn after the red sun of Dathomir (conveniently led by Maul, the red son of Dathomir).
While the true purpose of Darth Maul's criminal alliance wasn't apparent at first, he reveals his plan to Ahsoka in episode 10, "The Phantom Apprentice," Mon Mothma and Bail Organa, but that doesn't change the fact that he formed an alliance with the intent of spoiling Palpatine's attempt to even form an Empire in the first place.
We only have a few episodes of The Clone Wars left, but since this is a prequel who he believes is the Chosen One, will "avenge us," including Obi-Wan and himself in the long list of people wrong by Palpatine's power grab.
