In Titans #16 by John Layman, Pete Woods, and Wes Abbott, the Titans have merged with the Justice League and are ready to kick off a shining new era as a team. However, things don't go according to plan, and the Titans start to experience vivid flashbacks of moments from their past that they have no control over. As the heroes fall one by one to these mysterious visions, the puppeteer behind their anguish appears: Clock King, a member of the Suicide Squad.
Clock King might be more than a mere member of the Suicide Squad now, though. With the Titans weakened, he declares, "Before I'm done with you, you'll wish it was Waller still calling the shots." This hints that, since Waller is locked away, Clock King has taken her place as the Suicide Squad's leader.

In this story, while he's enlisted to the titular team alongside Dreamer, he and the others end up fighting Dreamer once she goes rogue and tries to take Waller down. His loyalty to Waller stems from the core premise of the Suicide Squad. As Deadeye puts it in Suicide Squad: Dream Team #4, "we can follow orders, or we can die." Here, Clock King seems to be the one calling the shots, so his loyalties are to himself alone for a change.

Judging by how formidable he's become, it makes sense that Clock King is a candidate to lead the Suicide Squad in Waller's absence.
