Rock wouldn't have prohibited Farrell from reprising his Penguin role, as Farrell's Oz Cobb is already confirmed to return in The Batman - Part II. However, Farrell would probably have been too busy with his Sgt. Rock duties to star in The Penguin season 2 as well. After all, Farrell repeatedly remarked on how physically and emotionally taxing it is to play the Penguin, especially throughout an entire series of his own.
