One of the best parts of DC comics has always been their villain lineup. Over the decades, they have created some of the most interesting antagonists that serve as the perfect foils for the heroes, and, so far, the DCEU has managed to somewhat successfully introduce several of those iconic comic book villains to the big screen.
While the heroes of the DCEU are often the main focus of the movies, the villains they face can oftentimes just as, if not more, powerful than they are, ensuring that even if they come out victorious, it's not without struggle.
Black Mask (Birds Of Prey)
Roman Sionis I doesn't have any powers, although he doesn't really need them since the people he deals with in his criminal dealings rarely possess any either. However, his lack of abilities of any kind doesn't make him any less threatening due to him operating through intimidation. He prefers not to get his hands dirty, only getting involved as a last resort, leaving either Victor Zsasz or one of his numerous other henchmen to fight for him.
Lex Luthor (Batman V Superman)
While the only piece of Kryptonite in the world, convince the government to grant him access to Zod's body to run tests, and learn both Superman and Batman's identities. However, his greatest feat might have been manipulating both heroes to fight each other through various methods including kidnapping Martha Kent. Although he sees himself as noble, he isn't above killing to reach his ultimate goal evidenced by him orchestrating the bombing of the Capitol and framing Superman for the murder of African civilians.
Ludendorff (Wonder Woman)
Erich Ludendorff was the general of the Imperial German Army during World War I that Wonder Woman believed was secretly Ares in disguise. Although he technically ended up being a regular human, he had enhanced strength and durability as a result of a gas he would inhale created by Dr. Poison.
Surprisingly, despite his powers being man-made, he was able to hold his own in a fight against Diana and was able to pin her down at one point. However, in the end, he was killed pretty easily by Diana using her sword after a pretty evenly-matched fight between the two of them.
Black Manta (Aquaman)
Hoping to get revenge on Aquaman for leaving his father to die, David Kane forms an alliance with the Atlanteans. Repurposing the technology gifted to him by Orm, Kane made a modified version of his diving suit that contains several weapons including an electrically-charged wrist-mounted harpoon gun and a retractable blade hidden in the left forearm. It is also extremely durable and can enhance the wearer's strength as well as emit high power laser beams from the eyeholes of the helmet. In just one fight, Manta makes it clear just how much of a threat he is to Arthur. Kane manages to deal some serious damage before being defeated when his suit is damaged by Curry, sending him into the water.
Cheetah (Wonder Woman 1984)
As a result of using the Dreamstone to wish she was more like Diana, Barbara Minerva became more confident and received similar powers, making her more agile and giving her enhanced strength. She got a second power upgrade when her appearance became catlike after wishing to be an apex predator. She was able to resist the shockwave created by Diana's gauntlets and used Diana's Lasso of Truth against her. She was also able to destroy the wings of the Golden Eagle Armor which is the strongest armor of the Amazons but was defeated when she was electrocuted by a loose wire.
Ocean Master (Aquaman)
Since Orm is a full Atlantean, his senses are adapted to the ocean which allows him to breathe and see underwater as well as on land. He can also move at great speeds and has enhanced strength. He's a skilled fighter and has more training and experience than Arthur which gave him a large advantage in their first fight, with him almost killing his half-brother before he was rescued by Mera. However, he does not possess any other unique abilities like his half-brother's power to communicate with sea life or Mera's hydrokinesis and was defeated in combat after Arthur received the trident of Atlan.
Maxwell Lord (Wonder Woman 1984)
Maxwell Lord was an ordinary human before getting his hands on the Dreamstone, an ancient rock created by the God of Treachery and Mischief, Dechalafrea Ero. He wished to become the stone itself which allowed him to warp reality to grant the wishes of others and use their wishes to get things from them in return.
While his immense power made him too strong of an opponent for Diana to fight physically, he decided to renounce his wish and reunite with his son.
Dr. Sivana (Shazam!)
Decades after being considered as a candidate for the Wizard's champion, Dr. Sivana found a way to get back to the Rock of Eternity and took the Eye of Sin, keeping it in his right eye socket. The Eye grants him various abilities including flight, superstrength, speed, and durability but his most destructive power is the ability to shoot blasts of energy from his hands. His high level of intelligence also makes him a much better fighter than Billy with Sivana being able to do significant harm to him while he was in his Shazam form. The Eye also contains the demonic creatures known as the seven sins, which he can summon at any time to aid him in a fight but when they aren't residing in the eye, Sivana has no powers and is just as weak as a regular human.
Zod (Man Of Steel)
Since Zod is also from Krypton, he shares the same abilities as Superman like flight, superstrength, and laser vision which he gets from the Earth's yellow sun. Zod was a much more experienced and skilled fighter than Kal-El at the time of their battle but was unaccustomed to the Earth's atmosphere and the effect it had on his body but was able to adapt quickly to the new environment. Because they were so evenly matched, their fight in Metropolis was catastrophic and resulted in thousands of deaths and millions of dollars worth of destruction before Clark snapped his neck to prevent any more.
Enchantress (Suicide Squad)
Enchantress was an ancient entity that possessed the body of archeologist, June Moone. She has several magical abilities including hypnosis, telekinesis, teleportation, and many others.
Her vast powerset made the fact that she was defeated by the suicide squad even more confusing. Her heart is a weak point and was what Amanda Waller used to control her and she was stopped by the combined efforts of the Suicide Squad, completely freeing June from her control.
