Doctor Doom has recently taken total control of the Marvel Comics world, with seemingly no one being able to oppose him, at least as of One World Under Doom #2 by Ryan North and R. B. Silva. Not only is no one able to stop him, but no one can figure out just how he took control either. It seems that every world leader has willingly handed over the reins of their government to Doom.
While the Fantastic Four and the Avengers assume that it's either mind control or Doombots, only Valeria Richards actually asks Doom why he took over the world as opposed to how. Since Valeria is one of the few people that Doom is totally honest with, he reveals his motivation to her in One World Under Doom #2, and what he wants is pretty simple: glory.

Of course Doctor Doom wants glory; after all, Doom is convinced that he is the best person alive to rule the world and that under his rule humanity will eventually become a utopia. Doom believes that he deserves the glory of achieving ultimate peace throughout the world. That seems to be one of his motivating factors here, as Doom has promised that he would never lie to Valeria, so by taking his word at face value, fans can assume that he simply wants the glory of doing what no other hero in the world has managed.

The MCU has had three major villains so far, but they have all more or less wanted the exact same thing. Loki invaded Earth on the orders of Thanos to gather the infinity stones. He was simply seeking world conquest on behalf of someone else. It worked great for the first Avengers movie, especially since Loki was the very first Avengers villain, but it's not a motivation that's going to really rally anyone behind Loki or his cause. In fact, the majority of characters in the MCU consider Loki's invasion of New York to be a horrific act that destroyed many lives.
Ultron was the next villain that the Avengers went up against, and his entire motivation was the complete and utter destruction of the Earth. After browsing the internet for only a few minutes, Ultron decided that all of humanity had to be destroyed. As understandable as that may be, it's still not a motivation that's going to win over most people. Ultron was quickly defeated by the Avengers, and he really hasn't been mentioned in the MCU since.

Despite the methords making literally no sense, Thanos has his ers, both in the MCU and among the franchise's fans.

Doom could be a very different villain from all the others in the MCU. Every other MCU villain mostly just wanted the destruction of the world. They wanted it in different ways and to different degrees, but at the base level, they all just wanted to destroy or oppress humanity. That's not the case for Doom. The comic book version of Doom has always wanted to save the world. He's just been using methods that the Fantastic Four and other heroic groups couldn't stand by and allow. But trying to fight against someone who wants to save the world can be very dangerous from a PR perspective.

The Avengers have almost always had public in the MCU. Aside from Captain America: Civil War, there really hasn't been a moment when they've been out of the public favor. Even after Civil War, the majority of the world considers them true heroes. Doom could easily attack them by turning public favor against the heroes, and it's a way the Avengers have never been attacked before. Doom is even showing just how effective this method of attack could be in the comics right now.

Doctor Doom is a frighteningly intelligent villain, and while Thanos was also smart, he wasn't able to prevent the Avengers from undoing his victory. The thing about Doctor Doom is that the people of the world might not want the Avengers to undo his victory. Doctor Doom pretty much saves the world and changes it into a utopia. He makes universal education and healthcare the baseline for everyone. He also obliterates borders, letting anyone travel freely anywhere they please. He also expertly manipulated public opinion against the Avengers.
Doctor Doom could be the most dangerous villain the MCU has ever seen, all because he's not trying to destroy the world - he's trying to save it in his own way. He's not motivated by misanthropy or some misguided attempt at genocide under the guise of salvation. Doctor Doom truly thinks that he can save the world, and if he is even half as successful in the MCU as he is in the comics right now, he would be the most dangerous villain that the Avengers have ever faced.
