There are still episodes left from the initial deal between Disney and the BBC, but the former has been reported as being uneasy about continuing the collaboration. So, it's possible that they'll end the arrangement prematurely if season 15 fails to generate enough interest.

Ruby already said in "Lucky Day" that she needs some time to find herself again, and Belinda is concentrating on raising Poppy, her daughter. So, a new companion will presumably enter the fray to keep Billie Piper's character company in the TARDIS. While there are those who have labeled Piper's recasting as a desperate move by a struggling show to reclaim its viewership, something similar already happened with Peter Capaldi's Twelfth Doctor, with his version of the Time Lord sharing the same face as a Doctor Who character that the actor had already played. ittedly, Capaldi's first role was only minor, so there would need to be a far more convincing explanation for why Billie Piper is presumably playing the Doctor after already playing Rose Tyler.

I'm sure Davies will write a substantial reason for Piper's return to Doctor Who season 16, but there's more to consider other than the actress' return to the franchise. For example, Archie Panjabi's Rani may have died, but Anita Dobson's Mrs. Flood survived and fled the scene - so she is still out there. Similarly, Omega didn't actually meet his end in "The Reality War," but was rather forced back into the Underverse. It would make sense for him to come back as the God of Time in Doctor Who season 16, but only time will tell whether that will happen.
