Given the many hints towards an fusion throughout the anime's wildly popular run, there's reason to believe this unknown character will be an all-new fused fighter. Fans might take notice of the absence of a Goku figure, and point to the series' protagonist as the most likely candidate to fill that spot in the lineup.
There is a precedent for this sort of release, however, as another line of gashapon figures released in 2018 accidentally revealed Dragon Ball Super: Broly's Gogeta to the world before the film's release. This time around, it seems Bandai is taking more caution so as not to leak any information before the anime can reveal the identity of this mystery character. Goku is currently in possession of Bugs, a new method for fusion, and Dragon Ball Daima wouldn't have much else to hide from its audience than an all-new fighter.

The methods for bringing the fusions about are quite simple; Vegito is the product of the Potara earrings, while Gogeta is the product of the fusion dance. Dragon Ball Daima, however, has introduced an all-new fusion method, using Bugs as the catalyst of the transformation. Because Vegito and Gogeta are tied specifically to their fusing techniques, it would only be natural that a new fighter would be the product of the bugs.
