The Steve Rogers theory mentioned in The Falcon and the Winter Soldier is obviously wrong, but it did accurately describe what Nick Fury (Samuel L. Jackson) is currently up to in the Marvel Cinematic Universe. In-universe speculation about these characters seems to be just as rife as for the viewers of the Disney+ shows like this and WandaVision, as the first episode of Falcon and the Winter Soldier demonstrates.

Two big post-Spider-Man: Far From Home’s post-credits scene, but the details of the relationship haven’t been clearly laid out yet. As for the Sentinel of Liberty, it’s known that he lived a happy life with Peggy Carter (Hayley Atwell) in the past before handing over his shield to Falcon (Anthony Mackie), but what became of the elderly Steve Rogers was left ambiguous. However, his fate was at least discussed in the series premiere of Marvel’s second Disney+ TV show, The Falcon and the Winter Soldier.

During a talk with Sam, Joaquin Torres (Danny Ramirez) talked about rumors he read online about where Steve is now. Apparently, it’s been theorized that following his decision to retire the Captain America mantle, he moved to the Moon, where he’s now watching over the Earth in secret. While the theory is false, it isn’t as far-fetched as Falcon seems to think, considering that it does fit a different character. It’s worth noting that Fury living on the moon and watching over the people of Earth is literally what happened to the original comic book character in the 2010s, but this description also lines up rather well with his MCU counterpart.

Nick Fury SWORD Spider Man Far From Home

As previously noted, Fury now has his headquarters on a ship somewhere in space. From there, he’s monitoring events on Earth. On the ship, he kept tabs on Far From Home’s Mysterio incident through Talos (Ben Mendelsohn), and an Easter egg revealed Secret Invasion announcement made it abundantly clear that Fury’s activities are leading up to a Skrull infiltration. Fury presumably has at least some of the Skrulls on his side, but it could be that there are either traitors amongst them or somehow some classified intel was exposed. Someone may have found out about a character like Fury operating from the shadows, and falsely assumed it was Steve.

It’s more likely though, that The Falcon and the Winter Soldier’s Captain America theory was just a fun joke that happens to draw parallels to Fury’s current Phase 4 situation in the MCU. Given how closely Fury is connected to the world of Captain America, it wouldn’t be a total shock if he was mentioned more directly, or if he even made a cameo. Even so, his presence in outer space could remain a well-kept secret for the time being, as it may be that averting the Skrull invasion in Phase 4 hinges on Fury staying hidden from the world.
