Warning: SPOILERS for The Falcon and The Winter Soldier's Finale - "One World, One People".

Baron Helmut Zemo (Daniel Brühl) has scored two major victories in The Falcon and The Winter Soldier even though he was imprisoned for his crimes both times. Given his remarkable track record of accomplishing his goals, Zemo ranks among the most successful Marvel Cinematic Universe supervillains despite (proudly) having no powers of his own.

Zemo not only beat the Avengers in Captain America: Civil War, but the Baron also managed to tear them apart to the point where Iron Man (Robert Downey Jr.) and Captain America (Steve Rogers) didn't speak to each other for five years. Zemo's war on the Avengers was revenge for the tragic deaths of his family during King T'Challa, the Black Panther (Chadwick Boseman) apprehended Zemo, the damage he caused left the Avengers in tatters. Not even a Loki (Tom Hiddleston), a god, nor Ultron (James Spader), a powerful android, humbled the Avengers the way Zemo did.

In The Falcon and The Winter Soldier, Bucky helped Zemo break out of a German prison to solicit the Baron's help in tracking down the Super Soldier Serum in Madripoor. With no choice but to trust Zemo, Barnes and The Raft, Zemo still won: Thanks to his servant planting a car bomb, the Flag-Smashers were killed, which wiped out the remaining Super Soldiers.

Zemo's victories are even more impressive considering he's only a man, albeit a resourceful and wealthy ex-spy possessed of great intelligence and the ability to outstrategize his enemies. Still, Zemo doesn't rank among the Big Three threats - androids, aliens, and wizards - that the Avengers specialize in beating. This is the true key to why Zemo keeps winning since the superheroes continually underestimate him. In Civil War, Zemo constantly forced the heroes to focus their animosity on each other while he slipped through the cracks. Bucky earned Zemo's respect in The Falcon and The Winter Soldier but the Baron still got the last laugh after the heroes believed he was neutralized in prison. And of course, Zemo is still alive while many of the Avengers' other foes have perished at the heroes' hands.

Along with his triumphs in the MCU, Zemo also came out as one of The Falcon and The Winter Soldier's big winners in the real world. The Baron wasn't a particularly popular MCU villain in Captain America: Civil War, but The Falcon and The Winter Soldier made Zemo more entertaining and he won fans over. Zemo dancing in a Madripoor nightclub was the breakout moment of the Disney+ how and permeated pop culture as a highly sharable meme. Even though he had to go back to prison for his crimes, Baron Zemo's stock soared thanks to The Falcon and The Winter Soldier, and he's poised to return to the MCU, possibly in Captain America 4. The big question, if he returns, is will Baron Zemo keep on winning?
