Many quests in the Fallout franchise, including those within Fallout 76, have players teaming up with particular factions, where they must make certain choices regarding NPCs. This is especially true when it comes to the Brotherhood of Steel, as two Brotherhood knights, Paladin Ramahni and Knight Shin turn to the player to put a stop to their dispute by dragging them in the middle, demanding that they pick a side.

Players face this dilemma in the 'Over and Out' main quest in Fallout 76, which results in somewhat of a civil war between the Brotherhood of Steel faction. Due to its sensitivity, players are under pressure to make the right choices, but ultimately, there is only so much you can do in your involvement. Whether you choose Paladin Rahmani or Shin, you will obtain exceptional rewards worth the moral quandary.

'Over And Out' Quest Background

Brotherhood of Steel Mission

The 'Over & Out' quest has players working with the Brotherhood First Expeditionary Force, meaning that players must have ed their faction. You have been sent to re-establish connections with the Appalachian Brotherhood to unite the Fallout 76 across the entirety of the United States.

The quest officially begins when Scribe Valdez is asked to meet with Knight Shin and Paladan Rahmani in the command centre. Here, she explains to you and the Knights that she has found a way to make with Lost Hills and the Elder Council.

Eventually, you and your team receive a signal, potentially leading you to the Brotherhood in California. You are then sent to investigate the signal and locate the transmitter, which you can follow visually in the walkthrough provided by Naked Vault Dweller on YouTube.

Upon your and the Brotherhood of Steel's arrival when investigating, you will eventually meet up with Paladin Rahmani and Shin, who complete the mission by activating the transmitter.

At this point, players are ordered by Rahmani to install the Ultracite battery in a power console, within a secluded chamber. To install it, players must first speak to Shin, which is when things begin to go pair-shaped leading to several obstacles that make this quest somewhat challenging to continue.

Shin confides in the player, confessing that he doesn't believe that Paladin Rahmani has the right intentions or best interest regarding the Brotherhood of Steel, to which his loyalty is bound. Upon checking up on Paladin Rahmani as requested by Shin, Rahmani also confides in the player, revealing that she is reluctant to establish communications with the West, doubting the Brotherhood's decisions.

She also reveals to the player that one of her plans failed due to an incident that occurred, in which Knight Shin took the failure extremely hard. The incident involved a settlement being destroyed, after Rahmani's Expeditionary Force used recovered Hellstorm missile launchers to arm a civilian militia, in order to defend the settlement from raiders in Fallout, which ended up backfiring.

Due to this devastating mishap, Ramhani worries that Shin would expose this failure to the Elders, which would lead to them denouncing the Expeditionary Force and stripping it of its titles. Instead, Paladin Rahmani wishes to take full leadership of her unique faction of the Brotherhood of Steel, to prevent the tenuous foundation they have established from being wiped out.

With Rahmani's plans, among her willingness to make commitments with Fallout 76 outside the Brotherhood, to Knight Shin's dismay, Shin believes that Paladin Rahmani should be tried for war crimes upon returning to Lost Hills. However, this only gives Rahmani more reason not to return.

Should You Side With Paladin Rahmani or Shin?

None Of Your Choices Matter

During this indirect confrontation between the Brotherhood Knights, players have one of three choices to make within the dialogue options when speaking to Paladin Rahmani in the final segment of the 'Over and Out' quest:

  • 'I'm loyal to you, Paladin. Let's destroy the transmitter.'
  • 'Knight Shin understands something you don't. I stand with him.'
  • 'I'm not loyal to either of you.'

While players are put in a difficult position that may seem quite intense, and gives the impression that their decision could make a huge difference in the outcome, players can somewhat relax, as ultimately, it doesn't matter who players side with in the 'Over & Out' quest, as the result is the same either way.

For those who may be fond of both Fallout 76 and don't want to be caught in the middle, you can always select the third option. Players who are heavily invested in the narrative and want to embrace the RPG experience should follow their gut, siding with whomever they have faith in.

The only thing that will change, is the reaction you get from the NPCs, specifically Paladin Rahmani, depending on which option you select:

No matter what happens, Paladin Rahmani will still destroy the transmitter using her War Glaive Fallout 76 out of anger, and Shin challenges her leadership out of anger for her betrayal. Before the two can have it out in a fight, Fort Atlas is attacked, putting their dispute to a temporary halt, as they return and the 'Over and Out quest' comes to a close.

'Over And Out' Quest Rewards

Fortunately, players yield the same rewards no matter which NPC they side with, and can still obtain them if they choose neither side. This makes the decision-making aspect a lot easier, as players don't lose out in an already tough situation.

With the quest complete and the two Brotherhood Knights' disagreement over, players will receive several valuable items, making completing this quest worthwhile, even for the petty drama that it brought. You will be awarded 500 XP, 300 Bottle Caps in Fallout 76, grenades, medicines, and lastly, the Oathbreaker.

The Oathbreaker is a two-handed melee weapon, much like a spear, that can be dropped at varying levels as shown in the stats table below, depending on when you complete the quest in your Fallout 76 journey:
