Pagan Min's character, in general, confused many players. He's of Asian descent, born in Hong Kong in 1966, but he also speaks fluent English with a strong British accent. While that might not seem to match up - it's historically accurate given the time frame. Hong Kong was a British colony from 1841 to 1997, and Pagan was a cultural product of that era. He grew up there and ed his father's massive gang, but he eventually had to leave. Pagan fled his home and took shelter in the fictional Far Cry 4 Kingdom of Kyrat, an area sequestered in the Himalayas. Kyrat has a varied and mixed culture distinctly different from Pagan's original Hong Kong home, so players can easily get confused with the contextual information.
While there have been questions about Pagan Min's accent in Far Cry 4, a recent example being a Reddit thread from CringeOrDie, responses are rather mixed, even among those who speak with similar accents. Most negative comments focused on Troy Baker's abilities and his poorly perceived accent, rather than Pagan himself. However, the above Reddit thread includes comments from residents of the British Isles claiming the performance was convincing.
Pagan Min's Accent Added A Unique Touch To Far Cry 4
Pagan Min isn't generally considered Troy Baker's best acting, but it still added depth to the character. Baker himself isn't British, so one would think that any unauthentic aspects of his acting would be noticeable by those from the British Isles. Ubisoft frequently uses prominent actors Far Cry, like Giancarlo Esposito as Anton Castillo in 6 and Michael Mando as the fan favorite Vaas Montenegro from 3, to give the games more dramatic force. There were some dialogue moments in Far Cry 4 that could’ve had better Pagan Min voice acting, but the depth and multidimensionality of the character himself made up for any accent shortcomings.
If British players are saying they couldn't tell the actor was American, that's a sign that the voicing was good, or able at the very least. Then again, Pagan was a character that had a diverse background of mixed cultures, so even if it was the perfect accent - it worked well for him specifically. Far Cry's villains continue to impress with every new game, and Pagan Min is a part of that long list.
