FBI: International season 4, episode 22, titled "Gaijin," leaves several questions open, even though the episode is the series finale. FBI: International season 4 wasn't intended to be the procedural's final season. It introduced Wes Mitchell (Jesse Lee Soffer) as the new leader of the Fly Team, who was meant to replace Scott Forrester (Luke Kleintank), who had disappeared near the end of season 3 and was said to be helping his fugitive mother escape.
Unfortunately, FBI: International became one of the shows CBS canceled in 2025. The announcement was made in March, two months before production ended, and the finale aired, leading to widespread speculation about what would happen in the wrap-up. However, the final episode focuses on Wes' solo adventure in Tokyo, offering no wrap-up for him or any other character, instead presenting cliffhangers that will never be resolved now that the procedural has ended.
9 What Happens To The Fly Team?
It's Unclear Whether The Team Still Exists And Who Is Leading It
There was widespread speculation that FBI: International's season 4 ending would include the Fly Team being disbanded. This would have ended the series, and earlier episodes suggested this would be the case. Several seeds were planted, suggesting Wes would return to the United States, and Vo and Raines were competing for a job elsewhere. Thus, it seemed the team would lose at least two key , and the FBI might decide to cease operations in Budapest.

FBI: International Season 4 Finale Completely Wasted The Fly Team
Wes Mitchell went to Japan alone in the FBI: International season 4 finale, underusing the Fly Team for the very last episode of the series.
That did not happen, and FBI: International gave no real answer as to what the team's fate was. The final scene involved Wes going to the United States to meet his half-sister, Delilah, for the first time, but it was unclear whether this was a permanent move, and Vo and Raines got their answer about who got the job off-screen. Thus, it was left entirely to the imagination whether the Fly Team changed or disbanded, which is bothersome since the series isn't returning.
8 Is Wes Leaving Permanently?
It Wasn't Clear If He Was Moving Back Home Or Making A Short Visit
FBI: International's final scene is Wes finding his half-sister, Delilah, as she is walking in a secluded area and introducing himself as her brother. While it's clear he decided to try to forge a relationship with her, there is still ambiguity as to Wes' fate. He might have decided to quit the Fly Team and move back to the States to spend time with Delilah, but it's equally possible he wanted to visit her before returning to Budapest.
It would have made sense for Wes to leave permanently and allow Vo to take over the team, but that isn't made explicit in this final scene.
Instead, Wes' introduction to Delilah feels like a cliffhanger that will never be resolved.
We don't know how long Wes is staying or even what Delilah's reaction is to meeting him. Wes is prone to impulsive acts, so it's possible that he uprooted himself without a guarantee that Delilah was interested in getting to know him.
7 Who Got The G14 Job?
The Scene Cuts Off Without Revealing The Answer
The non-ending of Vo and Raines' storyline is one of the most disappointing aspects of the FBI: International finale. This story has been built up over weeks, with Wes telling Vo and Raines about this job opportunity and warning them that they'll have to compete against each other. Instead of giving the audience an answer of who was chosen, the series finale leaves it open-ended.
It's clear this story was intended to have a cliffhanger that would be resolved in FBI: International season 5.
The writers did not change their plans once the cancellation news broke, so now it will forever be unclear who got the promotion.
The best solution would have been for Raines to get it so Vo could take over the Fly Team after Wes left, but unfortunately, this will never be confirmed.
6 What Happened With Tate And Wes' Relationship?
It Began, Then Fizzled Out With No Resolution
Tate and Wes' romance was surprising, as it seemed Wes and Vo would end up together. However, Tate seems like a better choice because she was never Wes' mentee, so there is no possibility of a dual relationship or a power imbalance in it. That said, it doesn't matter now because FBI: International didn't wrap up this relationship story before the end of the series.

Mitchell's Fly Team Romance May Have Come Out Of Nowhere, But I Believe Its His Best Ending
I believe Mitchell's new romance is the best way to end his storyline in FBI: International, although the pairing felt like it came out of nowhere.
There was no real opportunity for any Tate/Wes scenes in the series finale because Wes was in Tokyo while the rest of the team stayed in Budapest and occasionally helped get him needed intel. Tate and Wes didn't interact much and had no personal conversations. Thus, there was no closure to their relationship arc, making it feel pointless for the series to have started so close to the final episode.
5 Can Reiko The Fly Team?
She Lost Her Position With The Japanese Police
The final two episodes introduced a new character, Japanese police officer Reiko Isokawa (Yoriko Haraguchi). Reiko initially resisted telling the Fly Team the truth about a serial killer they were searching for because she didn't want her country to look bad. However, she was Wes' partner once he reached Tokyo, implying this character was meant to be more than a one-off. Furthermore, Wes encouraged her not to give up on fighting for justice when she was fired from the Japanese police force at the end of the case.
This character ate up a lot of screen time, considering that she was not part of the team and was based in a different country.
Thus, it seems likely that the intention was for her to the Fly Team after losing her position in Japan. However, she was left in limbo, with no job and nothing more than a pep talk from Wes before he left for the United States and the finale ended.
4 What Was Smitty's Fate?
The Interpol Agent Barely Appears In The Finale
Although she technically wasn't part of the Fly Team, Smitty was one of FBI: International's most recognizable characters. She often worked with the team, using her Europol connections to help solve cases, and had a strong personal storyline near the end. For these reasons, she deserved far more than she got in the finale. To be fair, most of the Fly Team got the short end of the stick while Wes was in Tokyo, but Smitty's absence was particularly noticeable.

FBI: International is coming to an end, but that doesn’t mean all storylines need to. There is a way to continue the European-set story.
We don't know how Smitty resolved her questions about her sexuality (if she did at all!) or what's next for her. She could be going back to Europol full-time, but it wasn't mentioned. Smitty had a small role in the series finale, and it didn't give any clues about her future. She's likely continuing to work with the Fly Team, but the audience was cheated out of confirmation since Smitty was essentially absent from the final episode.
3 Who Led The Team While Wes Was Away
There Wasn't Enough Air Time For The Other To Be Sure
The majority of the episode was dedicated to Wes' attempts to find a kidnapped American in Tokyo before she became a killer's next victim, with the rest of the Fly Team playing a role while monitoring the situation from Budapest. During many of the scenes in which Wes talked with his team, Vo (Vinessa Vidotto) appeared to be in charge of the Fly Team. However, it was impossible to tell if this was the case.
The rest of the team was not investigating any other cases during the episode, nor did they have a big role to play in Wes' investigation.
Instead, they got cameo appearances where they relayed information or followed Wes' directions to get intel. This was one of the most disappointing aspects of the finale, as it robbed the audience of the opportunity to see what the Fly Team looks like without Wes there to lead.
2 Will There Be Any Of The Fly Team Appearing In The CIA Spinoff?
It's Possible, But Nothing Has Been Said Yet
Although FBI: International is finished, the of the Fly Team could theoretically appear in CIA, an offshoot of FBI premiering in the fall of 2025. CIA focuses on cases involving crimes against the United States, often involving international espionage. Thus, it is a ready-made sequel for FBI: International, and it would make sense to fold some of the Fly Team into the new series.
That said, the finale didn't give any indications as to whether this would happen.
We don't know what most of the characters' fates are, so it's impossible to judge whether they could work with the CIA in the new series.
It's also an open question whether the new position Raines and Vo competed for was a position that would qualify them to work with the CIA in the new series.
1 What FBI: International Season 5 Was Going To Be
The Cliffhangers Offer Some Clues
The problem with the FBI: International series finale is it felt more like a season finale, with cliffhangers that would have been resolved in the fall had the series continued. Although the finale doesn't give clear answers as to what was planned for a hypothetical season 5, the events of the finale give some clues as to what the writers were thinking. Likely, Wes' story wasn't over — he was going to be conflicted about his sister, especially since he had to be in Budapest for at least part of the year.

FBI: International season 4, episode 20 includes an incident that might sabotage Vo's chances of getting the perfect ending for her character.
FBI: International could have done an emotional story about Delilah rejecting Wes and Wes refusing to give up. Similarly, the Fly Team would likely have lost either Raines or Vo and gained Reiko, and Tyler Booth's (Jay Hayden) reappearance suggests he would have had a bigger role in the new season. It's disappointing that these story threads will never be followed up on, especially since the writers squandered the opportunity to wrap up the series to include cliffhangers that will now have no resolution.
