A Fly Team member's exit was inevitable at the end of FBI: International season 7 story revolves around the Fly Team's attempt to protect a Russian woman, Yulia (Sofia Shallai), who is transporting a briefcase her father died to protect. Raines, Smitty, and Booth accompany Yulia on a train trip to deliver the briefcase to a scientist friend of her father's. When the team discovers the briefcase is hiding a bioweapon that could cause mass illness and death if it falls into the wrong hands,

"Keep Calm and Deliver the Biotoxin" also includes a subplot resolving Booth's (Station 19's Jay Hayden) future with the FBI. Booth is excited to have been offered a promotion to GS-14, which will allow him to spend more time with his daughter. However, the success of the promotion depends on Smitty's (Eva Jane Willis) recommendation to the Philadelphia Field Office, but she has concerns about Booth's and Mitchell's (Jesse Lee Soffer) recent behavior. Thus, FBI: International's Smitty considers reg from the Fly Team so that she won't have to be the one to make the recommendation.

He Returns To The States To Take A New Job

Smitty's offer to resign is the most practical solution she can think of. If she leaves the Fly Team, then Mitchell will be responsible for giving Booth a recommendation. This decision removes the obstacle to Booth's promotion, but at great cost to the Fly Team, as Smitty is a more valuable character in FBI: International than Booth. Unsurprisingly, Wes refuses to accept her resignation, claiming that he never got her email stating her intention to leave. He also tells Smitty that Booth has withdrawn his name from consideration for the GS-14 promotion and is returning to the U.S.

There are plenty of reasons that FBI: International's Fly Team misses SSA Scott Forrester after he left and was replaced by Wes Mitchell.

Booth's decision to give up his dream job protects the Fly Team. Smitty is one of their most valuable resources, as she is the team's link with European authorities. Additionally, Mitchell's statement that Smitty keeps him in line is mostly accurate; without her, the Fly Team might suffer because of his tendency to bend the rules when it's not necessary. Booth's sacrifice thus prevents another disappointing exit from the FBI franchise, and in return, he gets a happy ending — the episode ends with him reuniting with his daughter.

Booth's exit is unsurprising, considering that Jay Hayden was always billed as a recurring guest star, not a main member of the FBI: International season 4 cast. Hayden's status meant that Booth was only intended to be in FBI: International for a short arc, so it was only a matter of time before his story came to an end. The only surprising aspect of his exit story is the red herring provided by Smitty's offer to resign so that Booth could get the promotion he is seeking.

Booth met a less grisly end than FBI's Clay Voss, who was a similar bad influence from OA's past who OA was forced to fatally shoot.

The short-term nature of Booth's time with the Fly Team was reflected in the stories he had while on air. Booth was supposed to be an old friend of Mitchell's, but several of the Fly Team were still suspicious of him. This setup made it clear that Booth was a troublemaker who wouldn't fit in with the team long-term, and his promotion story suggested he would be leaving soon. Fortunately, Booth met a less grisly end than FBI's Clay Voss, a similar bad influence from OA's past whom OA was forced to fatally shoot.

FBI: International doesn't make it clear what Booth will be doing now that he's left the Fly Team. Mitchell says that Booth has decided to return to South Carolina now that "his head is on straight and his reputation is restored." While Booth is presumably returning to his previous role within the FBI, his new job title and responsibilities are vague, which leaves room for Booth to return in the future, should there be an appropriate FBI: International story for him.

The Fugitive Task Force travels all over the United States in search of dangerous criminals, so that team could easily coordinate with the FBI office that Booth now works for. That doesn't rule out another Booth visit to FBI: International, especially if there is a crossover episode involving all the FBI shows. However, there would have to be a logical reason for Booth to return to Budapest to justify his next appearance.
