The FBI: International series finale had a lot of questions to answer, with one of them being about who would get the GS-14 promotion. As this season went on and there was so much focus on Mitchell that the writers always intended for FBI: International season 5 to happen, leading to cliffhangers for various characters. In the end, the episode wrapped up the two-part case, but it clearly wasn't designed to end the whole show.

The first hour of the FBI: International series finale started in Budapest, when an American woman was murdered. With links to Japan, Reiko Isokawa (Yoriko Haraguchi) came to town to try to help with the investigation. When a man named Takiama was arrested, the investigation got harder, as this was a family considered Japanese royalty. It took the investigation to Japan, but Mitchell quickly learned that his American ways wouldn’t sit well with the Japanese authorities, as there is a much stricter protocol when it comes to getting warrants.

When a young woman, Heather (Ferin Bergen) is abducted, eyes turn to a taxi driver named Lloyd. It’s clear that he is the alpha that Mitchell knew they were after, but he couldn’t get a warrant to search his place. As he learned that the Takiama son, who had been arrested in the first hour, had been cut off from his family. Mitchell decided to pay the family a visit, where the matriarch of the family gave the two agents working the case all the codes they would need, resulting in a major breakthrough with the mystery.

Focused on catching the killer and saving Heather, Mitchell worked on his own, with the Fly Team assisting as well as they could to find Lloyd.

Mitchell and Reiko worked off the books, leading to the higher ups stepping in and suspending Reiko and kicking Mitchell out of the country. Amanda Tate Announced A Decision Would Be Made The Following Day

For the last few episodes, Vo (Vinessa Vidotto) and Raines (Carter Redwood) have been waiting to find out about a GS-14 promotion. Only one of them would get it, and at the start of FBI: International season 4, episode 22, Tate (Christina Wolfe) shared that a decision would be made the following morning. We had to wait until the end of the series finale of this Dick Wolf universe show to get answers, and even then the answers didn't come.

Vo and Raines stepped out into the main foyer for a video call, with Tate and Smitty (Eva-Jane Willis) watching. However, the camera moved to Vo and Raines holding hands as they waited for the call to connect, and we never got to find out which of the two would get the promotion. Considering the way she continued to take charge in Budapest with Mitchell out in Japan, it only makes sense that Vo would be the one to get the promotion.

Mitchell Has To Make a Choice About Meeting His Half-Sister

When his dad, Dean (Kenny Johnson) arrived in Budapest, Mitchell realized that nothing has changed with the man. However, Dean shared that he had another child, a daughter who is a freshman in high school. She needs someone in her life to help her, and Dean thought Mitchell would be the perfect fit for it.

At first, Mitchell didn’t believe that he has a half-sister, but a picture came through to prove it. He spends the two-hour finale wondering whether he should meet her or not. In the end, he decided to make the trip, surprising his sister as she walked home. As a cop, Mitchell could have probably surprised her in a better way, as stopping her in a secluded spot would have likely worried her about an attack. However, the FBI: International season 4 finale left us with hope that a bond could be formed between the siblings.

How The FBI: International Season 4 Finale Sets Up Season 5

FBI: International Season 5 Is Needed After That Finale

With the way season 4 was written, it’s clear that there were intentions for another season, and everything was set up for it in the final two episodes. One storyline involved Tyler Booth (Jay Hayden), who came into the story as a guest star, and then left before returning for the final episodes to help the Fly Team. There was a clear positioning for him to become a permanent member of the Fly Team in FBI: International season 5.

It looks like things were set up for either Vo or Raines to leave the series, with one of them getting a GS-14 position. Vo makes the most sense considering the way she had stepped up as a leader throughout the four seasons of FBI: International, but that would mean the disappointing loss of the character, and many of us wanted to see her take over the Fly Team.

Sadly, there wasn’t much for Smitty and Tate to see where their stories could have gone based on the finale, but previous episodes had set up some potential arcs.

The closing scene of Mitchell meeting his sister set up an arc for them, meaning that there would be much more of Mitchell’s personal life in the next season, and there is an opportunity to bring an FBI spinoff with him and Tyler to continue that story. Sadly, there wasn’t much for Smitty and Tate to see where their stories could have gone based on the finale, but previous episodes had set up some potential arcs. Smitty was figuring out her sexuality, while Tate and Mitchell seemed to have a spark, and both of these could have been further explored in FBI: International season 5. In the end, there was a lot left open with no closure for any of the main characters.
