The From season 2's ending. She then traveled back to the season 2 premiere as it became clear that Julie was always the one who threw the rope to Boyd Stevens (Harold Perrineau).
Before Julie was pulled out of the ruins, she also traveled back to the night her mother, Tabitha Matthews (Catalina Sandino Moreno), and Victor Kavanaugh (Scott McCord) escaped the tunnels where From's monsters reside when it is daytime. The last thing Julie heard before returning to the present were cries of "Anghkooey." Julie has since tried to better understand what she experienced, along with how she may be able to use time travel moving forward.
Julie Being A "Story Walker" Means She Can Travel Through Time But Can't Change What Happens
She Can Only Visit The Story's Past Chapters
When Julie and her brother, Ethan (Simon Webster), go to the Town diner during From season 3's ending, she confides in him about her time travel. Ethan calls her a "story walker," which he explains is "someone who can visit chapters of the story that already happened." Julie thinks this means that she can go back in time and change events that have already happened, and suggests that she may be able to go back and save Tian-Chen Liu (Elizabeth Moy) or their brother Thomas from dying.

After plenty of setup, From's season 3 finale reveals the full nature of Tabitha's connection to Miranda & Jade's connection to Christopher.
Ethan clarifies that this is not possible as story walkers "can visit the chapters, but you can't change them." This aligns with Lost's time travel rule of "whatever happened, happened." When Julie time traveled and threw the rope down to Boyd, she did not change the past. She had always been the one to throw the rope, only her future self had not happened yet. The story of the From characters has already been written, with Julie only able to visit the past without changing what has happened.

Her Future Self Has Already Tried To Save Jim
Despite Ethan's explanation, the finale's last scene shows that a future version of Julie with shorter hair does travel back in time in an attempt to change the past. She seems to know that her father, Jim (Eion Bailey), is about to be killed by the Man in the Yellow Suit (Douglas E. Hughes). Her warning is unable to change anything, though, as the Man in the Yellow Suit is still able to tear out Jim's throat as a horrified Julie watches her father get brutally murdered.
Once she accepts that it is impossible to change events, Julie can instead focus on traveling to points in the past that can help her and the other From residents learn the information needed to survive and escape the Town.
It is currently unclear if this is the first time that this future version of Julie has tried to change the past, although the bloody scratches on her face indicate that her time travel has already been perilous. From season 4 will likely see the present-day Julie trying to prevent her father's death and other tragedies that have already occurred. Once she accepts that it is impossible to change events, Julie can instead focus on traveling to points in the past that can help her and the other From residents learn the information needed to survive and escape the Town.
