Pela's character builds in Honkai: Star Rail make her the best 4-Star debuffer available at launch. She is the Intelligence Officer of the Silvermane Guards, the police force of the isolated city of Belobog on Jarilo-IV. She is an Ice character of the Nihility path who can tear through the enemies' DEF and send her allies pouring in.
As one of three Nihility units available in Honkai: Star Rail's launch, Pela focuses on removing buffs from the enemies. Her best Trace, however, is her low Energy cost Ultimate. Although the Ice DMG dealt is lacking, it makes all enemies Exposed and can reduce their DEF by up to 42% for two turns. This makes her low DMG output irrelevant, as other allies can pick up her slack.
Pela's Best Light Cones
Nihility Light Cones in Honkai: Star Rail tend to focus on specific Weakness Breaks or the use of the wearer's Skill. None provide a specific effect related to Ultimates or being Exposed. Right now, In the Name of the World is the best Light Cone Pela could use. This 5-Star Light Cone can boost DMG to debuffed enemies by up to 40%. When the wearer uses their Skill, the attack gets up to a 30% Effect Hit Rate bonus and a 40% ATK bonus. This makes Pela more effective while her Ultimate is charging.
In the Name of the World is the only 5-Star Nihility Light Cone available in Honkai: Star Rail's launch, which means players lacking this Light Cone will need to use a 4-Star Light Cone instead. Good Night and Sleep Well holds one of Pela's memories and is designed to work well with her kit. When Pela attacks a debuffed enemy, she can get up to a 24% DMG bonus, which can stack up to three times. This will improve her weak DMG and make her Ultimate more effective.
A good rule of thumb when picking Light Cones is that if the Light Cone holds a memory belonging to a certain character, that Light Cone is likely designed for their kit.
Resolution Shines As Pearls of Sweat is a viable replacement for the above two Light Cones, as it behaves like a miniature version of Pela's Ultimate. Attacks have up to a 100% chance to Ensnare enemies. When an enemy is Ensnared, their DEF is lowered by up to 16%. When Honkai: Star Rail players combine this Light Cone with Pela's Ultimate, they can halve the DEF of her enemies and make the rest of the battle a simple matter of clean-up.
Pela's Best Relics & Planetary Ornaments
The Relics found in Honkai: Star Rail provide the perfect bonuses for some characters, while others have to make do with their options. Pela will have to settle for a four-piece Hunter of Glacial Forest until HoYoVerse adds a Relic set more suited to Ultimates, debuffs, and Exposure. Hunter of Glacial Forest will buff Pela's Ice DMG by 10% and increase her Crit DMG by 25% after she uses her bonus. This can improve Pela's mild DMG output and reward her for using her Ultimate.
Pela can also use Thief of Shooting Meteor effectively at four pieces. The set increases Pela's Break Effect by 16% for every two Relics equipped. At four pieces, Pela can regenerate 3 Energy after inflicting one of Honkai: Star Rail's Weakness Breaks. Since Energy is the key to activating Ultimates, this regeneration is important for Pela's best build.
In future Honkai: Star Rail updates, players should stay on the lookout for any Relics that mention Exposure or enemy DEF. These Relics will likely be superior to Hunter of Glacial Forest and Thief of Shooting Meteor for Pela's Ultimate build.
Sprightly Vonwacq is the best Planetary Ornament set for Pela to use in Honkai: Star Rail. This set increases Pela's Energy Regeneration by 5%. This will allow her to trigger her wonderful Ultimate more often in combat. The secondary perk of the set Advances Forward Pela's first action in combat, but this is only triggered when she reaches 120 SPD or higher. Since Ultimates can be triggered at any point, players don't need to worry about this secondary bonus for Pela.
Tips For Building Pela
Unsurprisingly, her Ultimate is Pela's most important Trace in Honkai: Star Rail. Getting the fully upgraded DEF debuff is vital to defeating high-level bosses later in the game. After that, Pela's Talent is the second main priority. With her Talent, she regenerates 11 Energy after one of her attacks triggers a debuff. This further allows Pela to trigger her Ultimate multiple times in combat. After that comes her Skill, which is the main way she will trigger her Talent and provide a general debuff to one enemy.
Pela works best when she reaches Eidolon level one. This Eidolon level lets Pela regenerate 5 Energy after defeating an enemy, helping build towards Pela's Ultimate. Since Pela is a 4-Star character, it should be easy for players to pull a second copy of her on one of Honkai: Star Rail's permanent Warps. Her other Eidolon levels improve the Skill DMG which, while helpful, is not the focus of her build.
When deciding on the best Relic stats, everything should go into ing Pela's Ultimate. Her Body doesn't have a great main stat for said Ultimate, but ATK%, Crit Rate, Crit DMG, or Effect Hit Rate would work well. Pela's Feet should be ATK% while her Planar Sphere should be Ice DMG. Her Link Rope is the most important Relic to nail because it can give an Energy Regen Rate as its main stat. Sadly Energy Regen is not one of the possible Relic substats in Honkai: Star Rail, but players can Pela's DMG with ATK% or a Crit stat.
Pela can struggle to find purpose in the earliest stages of Honkai: Star Rail, as most of the enemies encountered in those areas do not bestow buffs on one another. However, once players get into the more complex and higher-level stages, they'll be grateful for Pela's help.
