Despite being run by the United States, the Global Defense Agency has international jurisdiction, with no other country having a secretive superhero organization like the GDA. Because of this, the GDA is able to deploy its superheroes on missions all across the globe, with some of these missions already being seen in the series. Cecil Stedman is Invincible's head of the GDA, with the seemingly omniscient character being in charge of everything. Cecil's right-hand man is Donald Ferguson, a GDA agent who is immensely loyal to the organization, up until the point that he discovers that he has been turned into a cyborg. The comics reveal that the GDA even hires former supervillains, with D.A. Sinclair being brought on board to create ReAnimen androids for Cecil, with them being heavily used throughout the series.
The GDA is also the official sponsor of the Guardians of the Globe, with the super team being sent on missions by Cecil to stop planetary threats. Superheroes that aren't official Guardians have also been employed by the GDA, with Omni-Man being a notable example up until his battle with Invincible in Chicago. Invincible season 2 has seen Mark take over his father's job, with him always being on call to help Cecil out with various threats. In return for this, the GDA helps pay for his family's needs, sustaining this transactional relationship.

What Happens With The GDA According To The Invincible Comics
The Global Defense Agency becomes a bigger part of Invincible as the comic series goes on, and here are some storylines that could be adapted in future seasons of the Amazon show. Shortly after Invincible's fight with Angstrom Levy, Mark begins to question the GDA. Mark discovers that the GDA has employed killers like D.A. Sinclair and the new Darkwing, something that Mark is completely against. On top of that, the GDA hypocritically asks Mark to bring in a superhero named Wolf-Man, something that Mark refuses to do.
These conflicts with Cecil eventually lead to Mark quitting his job at the GDA, something that Cecil isn't happy about. Mark tells Cecil to completely stay away from Oliver, fearful that Cecil will try and indoctrinate Kid Omni-Man into the Guardians of the Globe. Although Mark does occasionally work alongside Cecil in events like the Invincible War arc, these events cause his views on the company to be permanently jaded, something that could be explored in Invincible season 3.
