An old comic book rule says that superheroes don't need special powers to be heroes... but they can certainly be useful. In Jupiter's Legacy, most of the main characters have powers but not all of them decide to use them or do so in an appropriate way. As a result, there are many ways how to judge their individual strength and weaknesses which makes it difficult to decide which character is the most powerful one.
Luckily, there are other factors at play that influence how powerful each character is. From the older generation of superheroes to the younger ones, they've all had the time to show off their skills but only one hero can come out as the most powerful one of them all.
Hutch Hutchence
Unlike many other characters on the show, Hutch has no actual special powers. However, his intelligence and cunning nature make up for it to a certain degree. Even more importantly, he has a useful tool at his disposal. Thanks to his power rod, Hutch can teleport himself to various locations, all he needs to do is to say where he wants to go. That comes in handy for him more than once since as he uses it to steal and pull off cons with his crew.
Flare
A lot of heroes on the show have more than one power but Flare's set of skills is very limited. Despite that, she manages to survive even though three of her friends die right in the first episode when they're fighting the Blackstar's clone. As her superhero name suggests, Petra aka Flare can blast energy which comes in handy in a fight – but just isn't enough in comparison to other heroes. She inherited this power from her dad but he also had the added advantage of being able to fly and having superhuman strength.
Ectoplex
Not only do the main heroes have special powers but so do side characters. A bit similar to Flare, Ectoplex also has an offensive power – she can shoot electricity from her fingers. That's a useful skill in combat since it has the potential to stop her opponent or even kill a person. However, considering the limited space Sierra has on the show, other heroes have gotten more opportunities to showcase their powers.
Chloe Sampson
Just like her brother, Chloe also inherited her powers from her parents. But even though she can fly and is strong, she chose to not be a superhero and became a model instead.
That led to a conflict between Chloe and her father who disapproved of the choice she made. Chloe could have ranked higher but by not using her powers for fighting evil, she didn't come across as powerful as other heroes on the show.
Blackstar
Blackstar is the first major villain who appears on the show and he manages to leave a strong impression. When he fights the heroes, he kills several of the younger superheroes and only falls down when Paragon kills him – only to realize he didn't kill the actual Blackstar, but a clone instead. Either way, Blackstar presents a true challenge thanks to having super strength which allows him to crush his enemies or even rip their heads off in one case.
Paragon
In the future, Paragon could become one of the most powerful superheroes alive. His dad wants him to be the new Utopian, provided he will uphold the Code the superheroes created. Brandon, aka Paragon, certainly has the powers necessary to be a great hero. Just like his dad, he can fly, has the powers of telekinesis, and he can also shoot energy beams from his eyes. But he doesn't always have the best control over his powers which is why other, more experienced heroes appear more powerful than him.
Lady Liberty
Even though she originally stood against Sheldon as she wrote less than a complimentary article about his dead father, Grace is one of the more sympathetic characters.
And her powers, while not as extensive as her husband's, are nothing to laugh at. Lady Liberty has superhuman strength, is as close to invulnerable as they come and she can fly, which is a power she shares with her husband.
Brainwave
Unlike his brother Sheldon, whose powers are similar to Superman's, Walter, aka Brainwave, is more similar to Marvel's Professor X. He has the power of telepathy, can enter other people's minds, and immobilize them this way or make them see what he wants them to see. Brainwave demonstrates his power right in the first episode when he uses it to hold the Blackstar's clone still while others are beating the supervillain.
Skyfox
Every superhero needs a villain, someone who would stand against them. In Utopian's case, the villain is Skyfox. He and Sheldon used to be friends and after Sheldon's father died, George, aka Skyfox, tried to help his friend. However, he later switched sides and became a supervillain. Skyfox has powers similar to Utopian, he can fly, has superhuman strength, speed, and just like Lady Liberty, he's invulnerable.
Utopian
Utopian is by far the most powerful superhero of this universe. His powers make him similar to Superman since he can fly, has super strength, super speed, and also possesses the power of telekinesis and ages slower than most people. Despite his powers, Utopian still holds himself back and doesn't want to use lethal force which drives a wedge between him and his son right in the first episode.
