Zack Snyder conceived of Cyborg as being among the most powerful heroes of the Snyder now refers to as Zack Snyder's Justice League.

So he got it to work, and the Mother Box is going to rebuild Victor, so that's why he has Apokoliptian technology. So he's really substantially impossible to kill. I mean, not impossible to kill, but he has incredible other-wordly technology." This lines up with earlier comments made by Ray Fisher that Snyder's planned five-movie arc, adding further context to Cyborg's original role in Justice League.

Victor's journey through the movie was to include a substantially more fleshed out Cyborg origin story, the death of both of his parents, and he would also be revealed to be indispensable to the defeat of Steppenwolf, with Cyborg being the only one who could enter the three Mother Boxes to stop the formation of The Unity. During his interface, Victor then faces a final temptation to forces with Apokolips by seeing his mother and father alive again with Victor himself restored to his full human form. That alone shows the immense power level Cyborg was to be operating at, but Snyder's commentary now makes clear that Cyborg's durability was equally vast.

Nearly all of this was removed from Cyborg's arc in the theatrical cut of the film. While some of the larger brush strokes are still present, the movie doesn't establish any reason why Cyborg is an essential part of the team instead of another classic bigger ramifications in Snyder's Knightmare), showing he's definitely hard to kill, but none of that truly matches his intended power level.
