Warning: Spoilers for Loki episode 3, "Lamentis"
Loki and Sylvie. Here’s why.
As explained in Loki episode 2, Sylvie has been hiding in apocalypses for an undisclosed (but presumably significant) amount of time. The TVA can only detect variants when they alter the flow of the Sacred Timeline in some way, emitting “variance energy” that the agency can track. However, since apocalypses always end the same way, no matter who’s there and what they do, variants can hide in them and be completely invisible to the TVA.
That’s exactly what happens on Lamentis, and why the TVA doesn’t follow Loki and Sylvie there. Her stolen TemPad was programmed with apocalyptic destinations, so when Loki used it, it transported them to the next location cued up – Lamentis-1. If the duo had managed to board the Ark on Lamentis-1 and helped it successfully escape the moon’s destruction, that would have created major variance energy that the TVA could see. However, because Loki and Sylvie ultimately fail in that mission, the Ark is still destroyed, and the timeline goes unaltered.
The TVA TemPads haven’t been explained, but it seems that they also, by themselves, aren’t traceable. Otherwise, the TVA would be able to simply see where Loki and Sylvie teleported to and send a team there to apprehend them. Or maybe the time doors opened by the TemPads are traceable and it just takes a bit of time. That could mean that the TVA will still track Loki and Sylvie to Lamentis-1.
At this point, that might not be the worst thing. At the end of Loki episode 3, both the TemPad and the Ark are destroyed, and the planet is just hours away from completely destroying the moon. Because no one makes it off Lamentis-1 historically, Loki and Sylvie’s only chance at survival might be getting tracked down and captured by the TVA. That would at least buy them some time to formulate a plan of escape, rather than being smashed to dust and vaporized. The story of Loki is far from over, which makes an escape from Lamentis-1 inevitable.
