Many readers criticized the final stretch of My Hero Academia: Ultra Age: The Final Fan Book, the author, Horikoshi Kohei, has taken it upon himself to explain what inspired him when crafting the ending of Toga’s character.
In My Hero Academia’s chapter 394, after a heartfelt clash where Himiko Toga is able to embrace herself thanks to Uraraka, she decides to sacrifice herself to save the hero from the wound she inflicted on him. Himiko Toga died as a consequence of donating her blood, which seems like a lackluster death when compared to the journey of her character. However, Horikoshi has revealed that Toga’s original ending would have been played way differently.

Toga’s Ending Was Going to Be More Ambiguous
According to an interview with Horikoshi from My Hero Academia: Ultra Age: The Final Fan Book, translated by X @Aitaikimochi, Toga was supposed to survive the Final War and be imprisoned for life because of her crimes. Still, after debating for a while, he switched the ending to one that seemed more fitting for Toga to atone for her actions.
My Hero Academia's author revealed that he consulted with his editor, Imamura, about the possibility of Toga dying in the war, to which they debated to determine what conclusion worked better for her character. One of the plot points explored by Horikoshi was an ambiguous ending where Toga wasn't arrested and Uraraka returned to the forest of the Training Camp Arc where they met to leave a syringe of her own blood, which would be gone by the next day.

In regards to Deku and Ochaco's budding romance, My Hero Academia's creator, Kohei Horikoshi, surprisingly has little to say on the canon ending.
That means that it was an ending that gave off a sense of feeling that Toga was living freely somewhere and that Ochako carried on with the promises she made of giving her blood for the rest of her life. However, Horikoshi considered that in this type of ending, Toga wouldn't be able to deal with the responsibility for the crimes she committed nor atone for her actions whatsoever, ultimately leading to her fate in My Hero Academia chapter 394, where she gave up her life for Uraraka's sake.

Toga Himiko decided to the League of Villains after looking for a place where she could be herself, and after being acknowledged by Uraraka, she understood that it was OK for her to live as she wanted. Uraraka accepted Toga for who she was, and in her heart all she wanted was to be accepted and loved by someone else. Because of this, Toga decides to use her own life to save Uraraka, which was also a way of making up for her actions. Yet, Toga wasn’t sad about this, and this was noted by My Hero Academia’s editor, Imamura.

Imamura stated that the last line where Toga says, "I'm just a normal girl!" with the exclamation mark gave him goosebumps since it showcased how, despite being a tragic character, she was happy until the end. Nevertheless, despite fans’ thoughts about her fate, My Hero Academia’s author strives to make Toga a consistent character who chooses to stay true to herself and, despite her wrongful acts, is able to achieve her dreams of feeling loved, being genuinely happy, and dying with a smile.
