At the beginning of One for All at first after inheriting it from All Might. He has always possessed the ion for saving others that is pivotal for a hero to have, but for a while it seemed his physical abilities and resilience were not on the same level.
However, the moment that really solidified my faith in Deku and made him a hero in my eyes occurred at the hero summer camp in season three. This extra week of training was designed to help the aspiring heroes become better at using their Quirks.
At this time, the heroes' bodies had grown more mighty, but their level of proficiency in using their Quirks continually remained the same due to lack of practice. During this camp, tragedy struck when the League of Villains executed an attack with the intention of kidnapping Bakugo, one of the students in attendance.

This Training Camp Moment Proved Deku Is Capable of Being a True Hero Like All Might
I ittedly had trouble getting into My Hero Academia at first. Although I enjoyed it, I didn’t consider it one of my favorites. I stopped watching and picked the show back up a few times, as there was something that simply did not resonate with me, be it the characters or the story. However, this scene changed my perspective on the entire series.
During the fight, a villain named Muscular turned on a defenseless young boy named Kota, who was related to one of the Pro Heroes running the camp. Deku was the only one around when Kota was attacked, and rather than run, he fought back without hesitation against a villain who was much more experienced than him.
At the time Muscular attacked him, Deku was fairly inexperienced, but still didn’t back down. Exemplifying the morals of a true hero, Izuku knew he couldn’t let an innocent child be harmed on his watch. He proceeded to use his ultimate move, 1,000,000% Delaware Detroit Smash, something he had never tried before. In the process, he completely shattered both of his arms. Even after suffering those injuries, he continued fighting brazenly and exhibited a willingness to risk his life for a child he barely knew, who had been nothing but rude and standoffish to him during every interaction they had shared.

After re-experiencing the story of My Hero Academia from start to (near) finish, my opinion of the superhero manga series only got better.

This moment perfectly summarizes the core message of My Hero Academia in my eyes: a true hero is willing to put their life on the line and risk it all to save someone, regardless of the risks. Deku proved he had the potential to be on the same level as All Might with his actions in this season three scene, not just because of his physical growth and the true power of his Quirk, but because of his selflessness. He was scared but chose to fight anyway when he could have run, which caused me to ire him in a new way.
Deku's valiant behavior in this scene was the first in the series to physically make my jaw drop, no exaggeration. Watching him continue to charge forward even when he was nearly crushed under Muscular's muscles was exhilarating, and terrifying, because I did not know what the outcome would be. Deku's actions even changed Kota's negative perspective on heroes after the deaths of his parents. At the end of the series, it is revealed that Kota is one of Deku's students at U.A. Kota choosing to go to U.A. was likely a direct result of Deku saving him, making it an even more pivotal moment.
Deku’s Rescue of Kota Was Only the First in a Long String of irable Actions
His Behavior From This Point Onward Proved That He Is Worthy of Being All Might’s Successor
This groundbreaking scene marks the beginning of when Deku began living up to his true potential as All Might's successor.
The episodes following this Deku scene only went on to further prove his heroic nature. Even though his arms were broken, and he was almost at his limit, he pushed onward and raced down the mountain to protect his friends and warn them to put special effort into protecting Bakugo from the League of Villains, since he was the main target. The League did wind up successfully taking Bakugo, much to Deku's devastation. In my opinion, though, Deku did everything he could to try to prevent the kidnapping and without his efforts, there would have been far more victims, including Kota.
This groundbreaking scene is not usually mentioned among Deku's greatest moments, because his later achievements, mastering One for All, bringing an end to the All for One menace, and blossoming into the greatest hero of all time understandably overshadow it. However, in my opinion, this moment marks the beginning of when Deku began living up to his true potential as All Might's successor.
Following this episode, he went on to devise a plan and save Bakugo from the League of Villains and All For One, which revealed that his rescue of Kota was not just a one-off feat of strength, but the formation of a new, irable pattern of action as a hero. Living through this entire experience seems to have been the catalyst that pushed Deku to reach the next level of power and become worthy of taking All Might's place.

Izuku Revealed Himself as All Might’s Most Suitable Replacement by Acting Like a True Hero
I’ll always consider the training camp arc a massive shift in Deku’s role in the show, taking him from just an aspiring hero to a hero in the making. He simultaneously proved he could use One For All with more skill than before and that he would never shy away from a fight if someone else was at risk of being harmed. Both of these qualities make him a hero of All Might's caliber and revealed to me that there is no greater character in the My Hero Academia series that is more capable of being the Symbol of Peace's replacement than Deku.
