Feebas is quite similar to Magikarp, but it doesn’t take 400 candies to evolve, only 100. Additionally, players must make it their Buddy Pokémon and walk a fair bit.
Unfortunately, if you're thinking of taking the easy route and just searching for a Milotic, you'll be out of luck. Milotic cannot be found in the wild, so the only way to obtain one yourself is by evolving Feebas. The other method for acquiring a Feebas is to hatch one, which may be the better option for players who have limited access to its natural spawning environment. Feebas is one of the many possible hatchlings from the 10-kilometer eggs, so spin as many Pokéstops as possible for a chance to get one. Finally, Feebas can occasionally appear as a raid boss in Pokémon Go, but similarly to every other method for finding Feebas, this is only a tiny chance.

Just like many other Pokémon in Pokémon GO, Feebas evolves by using a lot of their respective candy. Feebas needs 100 candies to evolve, so catching and releasing around 25 of them should net enough necessary for the evolution. These yields can be improved by using Pinap berries before they’re caught. Also, hatching them will provide some extra candies, so utilize any best method.
Unfortunately, there is one other prerequisite for Feebas' evolution in Pokémon GO. Players must walk with their Feebas as a buddy for 20 kilometers, so be sure to equip them as a buddy as soon as possible. Players can see the progress they’ve made by checking Feebas' status screen and looking at where the 'evolve' option is listed. Walking buddies in Pokémon GO will also periodically yield more candy after a certain distance is traveled, allowing players to collect those faster as well.

Once the requirements are met, players will be able to evolve Feebas into Milotic and add the majestic Pokémon to their team. It’s worth pointing out that players must walk with a specific Feebas if they want a high-grade Milotic.
For example, suppose players want a (high IV) Milotic; they must make a (high IV) Feebas a Buddy and walk 20 kilometers for it to evolve. If you decide to change your buddy to a better grade Feebas later, you will have to start all over again in Pokémon GO.
