Chapter #428 of My Hero Academia reveals that Uraraka is still unable to move on from the final war, and is still being plagued by painful memories of her final battle against Toga. The chapter sees Uraraka finally break down in tears after when Deku finds her and instantly calls out to her, setting the stage for the two to finally talk about their feelings and finally get their romantic resolution right before the series ends.
With Deku experiencing similar thoughts of Spinner and Shigaraki, the chapter will hopefully see Deku comforting Uraraka and the two not only bonding over their shared pain but also finding solace in each other, making for the most wholesome ending to their relationship.

Chapter #428 once again stresses that even though quirk society is steadily recovering from the Final War on the outside, the battle has left its mark in the form of emotional scars. Both Deku and Uraraka are seen grappling with these painful memories in the latest chapter, with Deku reminded of Spinner and Uraraka unable to forget Himiko Toga.
While everyone around them seems to have moved on from the war, Deku and Uraraka are perhaps the only ones who can understand what the other is going through at the moment which could be the final push for their relationship. This shouldn't be too hard since the battle against Toga already saw Uraraka confess her feelings for Deku, who has arguably liked her back ever since the day they first met.
All that remains is for Uraraka to confess her feelings to Deku himself, and it is a confession that is long overdue. In comparison to other shōnen series, Horikoshi clearly made an effort to flesh out the relationship and chemistry between Uraraka and Deku, at least at the beginning of the series. Unfortunately, the romance between them took a backseat in light of the main conflict.

That said, there could not be a more perfect moment for the two to finally express their feelings. With the beautiful view overlooking the city and the responsibility taken off their shoulders with the end of the war, Horikoshi has seemingly set up the perfect atmosphere and scenario for Deku and Uraraka's relationship to finally bloom.
Not to mention, this is not the first time Deku and Uraraka have had a heart-to-heart in the very same spot overlooking the city. Fittingly, the two also spoke about Toga and Shigaraki back in chapter #342 and though they did not confess their feelings then, it seems the chapter may finally see them take the plunge, setting up a beautiful parallel between the two moments.
Overall, while shōnen series often shy away from romance or avoid it entirely like the plague, My Hero Academia hasn't been afraid to include some wholesome romance, and it seems the finale will finally give fans the resolution to one of My Hero Academia's best ships. Fans of My Hero Academia have been waiting for a long time for the Deku x Ochaco ship to sail and, hopefully, Horikoshi will not shy away from making it a satisfying one.
