The celestial Otsutsuki clan is without a doubt the most powerful family to frequent the Boruto storylines - their power scales so far in comparison to the standard shinobi that they are often compared to gods or even become canonized as legends (i.e. Sage of Six Paths, Progenitor of Chakra) in order to make sense of their otherworldly capabilities.
A commonality amongst the Otsutsuki is a seemingly boundless chakra reserve and often some Kekkei Mōra. Despite the clan itself harboring immense power, the individual have varied ability sets, leading to a recognizable gradation of skill and strength.
Indra Otsutsuki
The son of Hagoromo and grandson of Kaguya, Indra inherited the strength of the Otsutsuki bloodline. Although hailed as the prodigy of ninshū and demonstrating innovative prowess at such a young age (the creator of hand signs as a method to channel chakra efficiently), his abilities fail to live up to those of his ancestors.
However, he is one of the two most powerful individuals during his adult lifespan (the other being his brother, Asura). With his Mangekyō Sharingan, Indra can forge a complete Susano'o and wield Hikonagutsuchi in his left eye. Though the father of all Uchiha still harnesses incredible strengths, the remaining Otsutsuki may humble even Indra.
Asura Otsutsuki
The eternal rival and counterpart to Indra, Asura's story is quite the opposite of his brother's. Asura was not born with an innate talent for commanding chakra. Rather, his strength came from teaching, relying on, and learning from others - the bonds he forged allowed him to unlock his true potential as the heir to ninshū.
A natural Wind Release , Asura creates Amenomihashira, the ancestor to Rasengan. As the one to carry on his father's legacy, Asura is gifted Six Paths Senjutsu, empowering him to use the unexplored Truth-Seeking Balls and Kunitsukami. During his successful fight against Indra, the forebear to the mighty Senjū and Uzumaki unlocks the rare Kekkei Genkai Wood Release. But like his brother, Asura isn't quite as strong as the full-blooded Otsutsuki clan .
Urashiki Otsutsuki
Only making an appearance in the Boruto anime, Urashiki has a unique set of abilities. His preferred weapon is a fishing rod, which he wields for a varied set of uses. With it, he can compromise strong defenses and go on the offensive, like his signature chakra extraction. When he 'hooks' the chakra of an opponent, Urashiki adopts the chakra nature he has stolen.
Beyond his weaponry, Urashiki has a few dōjutsu he seamlessly rotates between, the Byakugan and two types of Rinnegan. His red-tomoe Rinnegan allows him to use Yomotsu Hirasaka, a space-time ninjutsu, while his blue Rinnegan allows him to warp and change the past. With these dōjutsu, Urashiki proves to be a frustrating opponent for Gaara, Jiraiya, and Sasuke, yet he is the weakest amongst the pureblood Otsutsuki.
Toneri Otsutsuki
Toneri is a direct descendent of Hamura Otsutsuki, the line of Otsutsuki guarding the moon and Kaguya's tomb. The main antagonist in Naruto: The Last, one of the best movies, Toneri becomes an ally of the shinobi once quelled by Naruto himself.
Although his eyes are sealed at a young age, Toneri becomes formidable once he steals Hanabi Hyūga's Byakugan, unlocking the Tenseigan. He goes toe-to-toe with an older Sage-mode Nine-Tails Naruto using his newly acquired Tenseigan Chakra Mode, which allows him to fly, use Truth-Seeking Balls, and all 5 chakra natures, as well as Yin and Yang Release. With the Tenseigan, Toneri becomes powerful enough to split the moon in half, something not possible amongst the previously mentioned Otsutsuki.
Kinshiki Otsutsuki
Though he only briefs the Boruto storyline, Kinshiki is a respectable member of the Otsutsuki clan. The guardian of Momoshiki, Kinshiki sacrifices himself so his partner can become even more powerful. However, alongside of Momoshiki, he is considered to be a greater threat to the shinobi world than Kaguya.
With a Byakugan, Kinshiki has a 360˚ field of vision to enhance the manipulation of his trademark chakra-based weapons. Despite his size, he is swift, something that seems to catch Sasuke off guard during their fight. Kinshiki's feature moment comes when he fights Sasuke, and even though Sasuke is in a weakened state, Kinshiki is able to force him to retreat. Likewise, Kinshiki takes on multiple Kages at once before sacrificing himself to Momoshiki.
Hamura Otsutsuki
The brother of Hagoromo, Hamura is the forefather to the Hyūga clan and the son of Kaguya, one of the first people to be born with chakra. Contrary to his brother's Sharingan, Hamura wields two Byakugan. At some point in his life and the first to do so, Hamura naturally acquired the Tenseigan, granting him abilities like those of Toneri.
Hamura is powerful enough to transcend his own death, appearing before Hinata to entrust her with his chakra. Likewise, he is capable of using Six Paths Senjutsu. Alongside his brother, Hamura proves to be a frustrating opponent for his mother after a grueling months-long battle. Between the Tenseigan and Six Paths Senjutsu, Hamura is a sufficiently powerful individual.
Momoshiki Otsutsuki
Momoshiki is without a doubt one of the most powerful Otsutsuki clan . The first true antagonist threat in Boruto, Momshiki wields quite a few impressive abilities that threaten the safety of the shinobi world. Between his Byakugan and Rinnegan, Momoshiki is a frustrating opponent for the 5 Kage and Sasuke.
His red Rinnegan enables him to absorb ninjutsu, reflect ninjutsu with augmented power, and convert absorbed ninjutsu into pills that, when consumed, restore his chakra. After he fused with Kinshiki, Momoshiki's powers upgraded - his new golden Rinnegan permits him to use black rods, which he punctures and constrains Naruto with. Also, Momoshiki is capable of calling forth a golem that is able to duel with a Susana'o-clad Kurama. And after bestowing Boruto with a Kāma, Momoshiki can assume control of Boruto's body posthumously for short periods of time.
Hagoromo Otsutsuki
Hagoromo is the fabled Sage of Six Paths who was rumored to have the astonishingly rare and powerful dōjutsu, Rinnegan. With his brother Hamura, he seals away his mother Kaguya, allowing for the propagation of chakra around the world.
Hagoromo's abilities alone cement him near the top of the Otsutsuki clan - Sharingan, Rinnegan, perfect Senjutsu, Six Paths Chakra - but his accomplishments are also seemingly supernatural. He easily subdues a manipulated Hamura and defeats his mother, but he also becomes the 10-Tails Jinchuriki and from this immense chakra, gives life to the 9 tailed beasts, one of the more shocking occurrences in the Naruto canon. Like his brother, he fluidly transcends death multiple times to bestow his abilities upon his son's reincarnations. Hagoromo is perhaps the most powerful individual with human blood in the Naruto universe.
Kaguya Otsutsuki
The Progenitor of Chakra, all chakra in the shinobi world derives from Kaguya herself. A plethora of abilities and Kekkei Mōra are her defining characteristics, such as her Rinne-Sharingan, enabling her to use the feared yet cool Infinite Tsukuyomi ability. Capable of shuffling between dimensions, Kaguya calmly commands her battlefields.
Each time she is featured in a fight, Kaguya faces multiple opponents: both Hagoromo and Hamura are needed to subdue her; the entirety of Team 7 after Kakashi, Naruto, and Sasuke all receiving some type of upgrade; and the exclusively Otsutsuki execution team of Momoshiki, Kinshiki, and Urashiki are all sent to dispose of her. Though she loses twice (and probably would lose again to the Otsutsuki trio if the fight would've taken place), Kaguya is anything but an easy opponent to take down.
Isshiki Otsutsuki
As Kaguya's partner and superior, Isshiki can only be one thing: even more dangerous than Kaguya. Despite being overtaken previously and mortally wounded by Kaguya, Isshiki was likely taken by surprise since he tops the Otsutsuki clan as the most powerful.
With his unique dōjutsu and abilities Sukunahikona and Daikokuten, Isshiki shrinks and restores the size of himself or any non-living thing while recalling previously shrunken targets from a timeless dimension. Controlling black rods with Sukunahikona, he immobilizes his targets before they realize it. As Jigen, he effortlessly dismantles Susana'o-clad Kurama - even Naruto's Baryon Mode isn't enough to outright defeat Isshiki. Had he successfully been revived through Kawaki's Kāma, Isshiki would have finished the shinobi world without the need for help from his criminal organization, Kara.
