Buying a home in Oblivion Remastered can be a major convenience. For one, having a place to sleep that's near a fast-travel point is a huge plus, since you'll need to sleep at least one hour to level up. Having a safe space to store your items is another big plus, so you don't have to drop or sell valuable loot when you start to get over encumbered.
Now, there are some free homes in Oblivion Remastered, like the Priory of the Nine where you can stay once you've gotten far enough into the Oblivion Remastered's Mages Guild, also have containers that reset every so often, so storing your items in them would result in you losing valuable loot. Because of this, you'll probably want to buy your own place.

The Cheapest House Is The Imperial City Shack
The easiest house to buy in Oblivion Remastered is the shack on the Imperial City's Waterfront. To buy the shack, you'll have to visit the Office of Imperial Commerce in the Imperial City Market District. The shack costs 2,000 gold, which isn't that cheap when you're first starting out, but it is your cheapest option. The house has a bed, and you can also upgrade it to have some places to store items.

To purchase the Imperial City shack, you'll also need to have 50 Disposition with the seller, Vinicia Melissaeia. You can use the persuasion mini-game, or simply bribe her to raise your disposition. Or, if you'd rather not pay for a house at all, there are a few free options for places to stay in Oblivion Remastered.
Residences like Frostcrag Spire and Battlehorn Castle can become yours for free by completing the quests associated with them. However, while these are free to start, they do cost quite a bit to fully furnish and upgrade. You could use them as a starter home, and just slowly decorate them as you continue the game, but if you want the cheapest house to have fully upgraded, go with the shack.

I've only included houses here that can be customized. As mentioned before, there are some places in Oblivion Remastered where you can rest and essentially have ownership over, like the Arch-Mage's quarters. However, I wouldn't really count them as a full house, since you can't decorate or upgrade them.
