Oda said that if she does appear in the story, implying that she may or may not appear, she'll be much different from the woman a lot of people may think could be Luffy's mom.

Oda said that Luffy's mom won't be a beautiful woman like Nico Robin or Nami. He said that she'll most likely be on the rougher side. "She'll be a very tough-looking woman. And strict. There's no way that she's a beautiful mother. She's got this typical middle-aged woman's permed hair," said Oda.

It makes sense, as everytime any of Luffy's family appeared on screen they were live, except for a few key moments.
