After the defeat of Kaido and Big Mom at the hands of Luffy, Law, and Kid, one of the irals, Aramaki, arrived to capture the Straw Hats and their friends, bringing Chapter 1053 of One Piece's Wano Arc to a suspenseful end. The characters' bounties have also been increasing enormously, specifically the pirate captain trio, with the new Four Emperors also having been revealed alongside it, which includes Luffy.
High bounties are typically viewed as a show of strength in the eyes of a pirate and the common people. That is not always the case, though, as the size of a bounty depends on how much the World Government determines a particular criminal's threat level is to the world. The bigger the threat, the bigger the bounty. This is why there are individuals who get higher bounties than Emperors, despite being weaker, due to their actions as criminals.
Queen: 1,320,000,000 Berries
Queen the Plague is one of the Beast Pirates' All-Stars, the three most powerful henchmen of Kaido, and the king of beasts. Queen ate the Ancient Zoan Devil Fruit Dragon-Dragon Fruit, Model: Brachiosaurus, which can allow them to turn into a huge brachiosaurus, dwarfing Big Mom's height, who is 8-meters tall.
Worthy of his position, Queen is a brilliant and powerful man who has done several biological modifications to his body and can even make new types of plagues. He was even able to copy Germa's technology and incorporate them into his own body, which goes to show how dangerous and cunning Queen can be.
Marco: 1,374,000,000 Berries
Marco the Phoenix is formerly the right-hand man of the now-disbanded Whitebeard Pirates and is also its 1st Division Commander. Marco ate the extremely rare Mythical Zoan Devil Fruit, specifically the Bird-Bird Fruit, Model: Phoenix, which allows him to turn into a flaming phoenix.
With his Devil Fruit, Marco is extremely difficult to kill, as he has been shown to have instantly regenerated from graphic wounds that would otherwise kill people. He has also briefly fought all three irals in the Paramount War, which showcases Marco's strength and allowed him to get a bounty this high.
King: 1,390,000,000 Berries
Formerly known as Alber, King the Wildfire is Kaido's right-hand man and one of the Beast Pirates All-Stars. He is a member of the now-extinct Lunarian race and ate the Ancient Zoan Devil Fruit Dragon-Dragon Fruit, Model: Pteranodon. He was also a former experiment subject of the World Government due to his lineage.
King can control fire and is also an extremely powerful swordsman, able to go toe-to-toe with Roronoa Zoro, who is a great swordsman, and also has authority in Beast Pirates just below Kaido's. Add it to the fact that he was Kaido's first recruit, these factors allowed King to receive such as high bounty.
Marshall D. Teach: 2,247,600,000 Berries
Also known as Blackbeard, Marshall D. teach is one of the Four Emperors of the Seas, and was able to achieve this feat in less than two years after becoming a captain. He is extremely cunning and evil, as he was able to make a plan that would result in his former captain Whitebeard's death and occupying many of his former territories.
Blackbeard is one of the strongest characters in the series and is the only one who is known to wield two Devil Fruits, which is mysterious as it is a feat known to be impossible. He has the unique Logia Type Dark-Dark Fruit, which can negate other Devil Frit abilities, and the Quake-Quake Fruit, which can potentially destroy the world, resulting in him receiving the highest bounty growth rate in the series.
Eustass Kid: 3,000,000,000 Berries
Captain of the Kid Pirates, Eustass "Captain" Kid is one of the Worst Generation pirates. His crew ended up killing numerous civilians as collateral damage while doing their activities, earning him a larger bounty than Luffy during the Sabaody Archipelago Arc. He uses the Magnet-Magnet Fruit, a Paramecia-class Devil Fruit.
He has fought Kaido, and together with Trafalgar Law, he has defeated Big Mom, one of the Four Emperors and the strongest characters in the series. Due to his activities as a pirate and being able to defeat an Emperor, he was able to earn a bounty higher than an Emperor.
Trafalgar D. Water Law: 3,000,000,000 Berries
The captain of the Heart Pirates from North Blue is among the powerful of the Worst Generation, Trafalgar D. Water Law. He uses the Paramecia-class Op-Op Fruits, also referred to as "Ultimate Devil Fruit," due to their ability to bestow immortality to a third party in exchange for the 's own life.
Just like with Eustass Kid, he has briefly fought Kaido and has greatly contributed to defeating Big Mom in a 2v1 battle. Because of this, Trafalgar D. Water Law now has one of the highest bounties in the series.
Monkey D. Luffy: 3,000,000,000 Berries
Monkey D. Luffy, the protagonist, is a member of the Worst Generation and is now one of the Four Emperors after defeating Kaido. His Devil Fruit is the Mythical Zoan Human-Human Fruit, Model: Nika, a Devil Fruit greatly coveted by the World Government and is called the most ridiculous Devil Fruit by the Five Elders.
He has done several deeds that enraged the World Government, such as burning the Ennies Lobby Flag, breaking prisoners out of Impel Down, and fighting in the Paramount War. Add this to the fact that he has defeated Kaido, the strongest creature out there, it would make sense that he now has one of the highest bounties out there.
Shanks: 4,048,900,000 Berries
Shanks is the Captain of the Red-Hair Pirates and the only Emperor from the beginning of the series that retained his position. Shanks is also the most mysterious Emperor because, as of yet, the audience knows very little about his objectives or genuine personality and next to nothing about his abilities has been shown in the series.
He managed to become an Emperor at 33 years old, the second-youngest in history. He is also extremely influential, as shown when the Government agreed to his during the Paramount War and was able to meet the five Elders later on, which justifies the huge bounty on his head.
Charlotte Linlin: 4,388,000,000 Berries
Also known as Big Mom, Charlotte Linlin is among One Piece's most powerful villains and was one of the Four Emperors of the Seas who managed to create an empire of 35 islands, known as Totto Land. She was originally a member of the Rocks Pirates, formerly the most deadly pirate crew, along with Whitebeard, Kaido, and Shiki.
At a very young age, she garnered a bounty of 500 million berries, demonstrating the serious threat she posed to the government right away. With her Soul-Soul Fruit, she can absorb a weak person's life or lifespan as she wishes. She also has a vast information network, as shown when he managed to track Sanji's ex-working place, which shows just how dangerous Big Mom can be.
Kaido: 4,611,100,000 Berries
In the present world of pirates as well as on the World Government bounty list, Kaido, one of the ex-Four Emperors and Governor-General of the Beast Pirates, has gained a leading position. Kaido uses the Mythical Zoan Devil Fruit Fish-Fish Fruit, Model Azure Dragon, which can grow the size of a town and can obliterate cities in moments, and is currently the most powerful Zoan Devil Fruit shown in the series.
He has endured numerous arrests, acts of torture, and attempts at execution throughout his life, all of which he has survived, demonstrating his monstrous durability. He was also dubbed as the world's "Strongest Creature." As one of the ex-Four Emperors and several times escapee, what the man has done in his life justifies the bounty on his head.
