In chapter #184 of One-Punch Man (#182 by Viz Media and Shonen Jump Plus' numbering), the focus of the story is on the Hero Association's attempt to rebuild a good public image and a roster of powerful heroes after the losses suffered in recent times. Recruiters of the Association visit individuals with great potential to become Pro Heroes, only to find out that they are not interested because someone else got to them first. Two new characters are thus introduced: Accel (or Axel, according to some translations), the leader of the vigilante group called Neo Hunters, and Raiden, the Yokozuna Super Sumo champion.

Both prospect heroes refuse to be involved with the Hero Association, which brings to light the big issues that the most important organization in the world of One-Punch Man is currently facing. While it was able to recover its general approval rating through well-placed marketing campaigns and clever spinning of the truth, the Hero Association has not been able to fool everyone. Clever and strong individuals such as Accel or Raiden are aware that the Hero Association uses its massive resources and the power of the S-Class heroes only to protect a small group of rich people, who are currently residing in the new headquarters, where Pro Heroes have to do double duty as security guards.

Accel and Raiden have been already recruited by the Neo Heroes, a new group that wants to show the world what true heroism is, deeming the Hero Association to be corrupt and self-serving. This will be a major antagonist in the story arcs, as many heroes will switch to their side, including some S-Class, throwing the Hero Association in disarray. Readers of the One-Punch Man webcomic are already familiar with this story, and with the new characters that will be introduced, including Accel and Raiden.

Despite that, fans were still waiting for the new designs that Yusuke Murata would give to the characters created by ONE, and they were not disappointed. Both Accel and Raiden look incredible in the One-Punch Man digital manga, and they will surely get more time to shine compared to the webcomic, which was abruptly interrupted right in the middle of the Neo Heroes Saga.
