See AllCassian Andor Got The Best Revenge Of Any Character In Star Wars
Derma isn't 'unfeeling' about the Ghoman Massacre. She knows she's about to order something horrible to happen, but her own machinations have led to to that point. If she'd refused to give the order that triggered the shooting, she would have ruined her career in the ISB and possibly been arrested.

The old X-wing novels are still loved today. They showed that Star Wars fans were ready to embrace stories that didn't revolve around Jedi or Skywalkers some 30 years ago. Fans are still hoping that a Rogue Squadron movie or TV series will be made.
