The point actually is that Moffat had no business bringing Gallifrey back after RTD wistfully destroyed it. It's not as if he had anything interesting to do with it once he brought it back. Chibnall was quite right to try to undo the damage done by Moffat, and not just in relation to Gallifrey.

The thing is, Moffat made a hash of it because he hadn't thought it through from the start so none of it made much sense because it contradicted itself so much. RTD understands character better so chances are he'll get it right.

That's actually UNRELIABLY reported by those with a negative narrative to spin. The budget was $180m and that's the end of it, thanks. Beyond that, I'm not minded to trust the word of someone who can't spell "has" and "to."
