I always took it as a change of introspection for Picard at the end of Generations. He has just lost all of his remaining family, lost a legendary captain who helped him stop the destruction of a star and an entire species as well as his crew, and in that moment his priorities changed.
Sure he was a big archeology buff, but in that moment the picture album of his lost family was what mattered most to him. Not the remanants of some long lost civilization, but the remanants of his family. That was what was important at the moment.
