First of all, in the movie, Carlo DID NOT organize the hit on Sonny, nor did he have "his" hired goons gun Sonny down. Carlo was not giving orders; he was taking them from Barzini. Carlo had no power in the Corleone family and very little outside of it - his major frustration and part of why he was so easily manipulated by Barzini.
