Norman Osborn does become an "iron man" he is iron patriot in the comics at one point which is an iron man's suit. Now I know the MCU put roddey as the iron patriot for a while but they could still have Norman buy stark tower, find the armor in storage and start to use it under the iron patriot mantle.
