"Muscles can only pull, not push" is a weird hill to die on in a universe where Santa Claus exists and is an 'omega mutant', but even so,it's relatively easy to solve:
What if the natural state of the claws is to be out, but with constant effort he can hold them in? Works on a symbolic level too. He's only ever truly himself when the claws are out.
