Riker was wrong. There is only one commanding officer on a ship, and he wasn't it. His job was to advise the Captain and execute his orders. He forgot that. If he objected to Jelico's decision, he should have done so in private, or have it logged in the ship's computer he was officially protesting. Doi g so under these circumstances would have ended his career, which is why he didn't do it.
We knew the change in command was only for a story arc, but if this were an operational military vessel the CO can arrange things to their liking for however long they command. When ordered to make the watch rotation changes, his job was to say "Aye Sir!" And get it done. If it didn't work out there was time to re-visit the change, but he'd have proof it wasn't feasible. This is second nature for career officers. Riker was just a prima dona who forgot his place.
