Having worked under someone uncannily like Jellico, I can't say I blame Riker for biting back. Reporting to someone like that is a nightmare - they're always right, effort is irrelevant, only a perfect outcome and obedience is valued, the goalposts never stay still, everything is a power game, and their cowboy ideas are all their own genius if they work and are everyone else's mistakes if they go wrong. Those two episodes are quite stressful for me to watch, and Riker provides the only catharsis. The only takeaway I think there should be is 'this is not how you should manage people in an ideal society - it does not get the best from people'.

Funny you say that - I always figured Boothby for a Douwd-like entity. Ron D Moore wanted to make him the Traveller in disguise from what I've read, but Piller said no.
